Why do some authoritarian regimes topple during financial crises, while others steer through financial crises relatively unscathed? In this book, Thomas B. Pepinsky uses the experiences of Indonesia and Malaysia and the analytical tools of open economy macroeconomics to answer this question. Focusing on the economic interests of authoritarian regimes' supporters, Pepinsky shows that differences in cross-border asset specificity produce dramatically different outcomes in regimes facing financial crises. When asset specificity divides supporters, as in Indonesia, they desire mutually incompatible adjustment policies, yielding incoherent adjustment policy followed by regime collapse. When coalitions are not divided by asset specificity, as in Malaysia, regimes adopt radical adjustment measures that enable them to survive financial crises. Combining rich qualitative evidence from Southeast Asia with cross-national time-series data and comparative case studies of Latin American autocracies, Pepinsky reveals the power of coalitions and capital mobility to explain how financial crises produce regime change.
This book examines the recent evolution of the Mediterranean Welfare regime, and how the economic crisis may be contributing to redefine its basic traits. Moving from the macro comparative analysis of long-term socio-demographic trends to the study of specific welfare programs, the chapters included in this book employ a variety of methods and approaches to review the specificities of the Mediterranean Welfare model. All chapters aim to analyze the role that the recent transformations experienced by Southern European societies (ageing, increasing women labour market participation, decreasing expectations for care within the family, immigration) have had over this model. The basic characteristics of this regime type are supposed to be strongly grounded in the values shared by these societies (familistic tendencies, clientelism, lack of generalized trust), but the modernization which these countries experienced in recent years have contributed, with a different speed and to a different degree, to a significant transformation in their axiological foundations. The impact of the current fiscal and economic crisis on the Mediterranean Welfare regimes may be contributing to the growing de-legitimatisation of political systems of these countries, something particularly important in a region that established democratic regimes only (relatively) recently. Today we hear much talk of crisis and comparisons are often made with the Great Depression of the 1930s, but there is a crucial difference that sets our current malaise apart from the 1930s: today we no longer trust in the capacity of the state to resolve the crisis and to chart a new way forward. In our increasingly globalized world, states have been stripped of much of their power to shape the course of events. Many of our problems are globally produced but the volume of power at the disposal of individual nation-states is simply not sufficient to cope with the problems they face. This divorce between power and politics produces a new kind of paralysis. It undermines the political agency that is needed to tackle the crisis and it saps citizens’ belief that governments can deliver on their promises. The impotence of governments goes hand in hand with the growing cynicism and distrust of citizens. Hence the current crisis is at once a crisis of agency, a crisis of representative democracy and a crisis of the sovereignty of the state. In this book the world-renowned sociologist Zygmunt Bauman and fellow traveller Carlo Bordoni explore the social and political dimensions of the current crisis. While this crisis has been greatly exacerbated by the turmoil following the financial crisis of 2007-8, Bauman and Bordoni argue that the crisis facing Western societies is rooted in a much more profound series of transformations that stretch back further in time and are producing long-lasting effects. In the context of the recent financial crisis, the extent to which the U.S. economy has become dependent on financial activities has been made abundantly clear. In Capitalizing on Crisis, Greta Krippner traces the longer-term historical evolution that made the rise of finance possible, arguing that this development rested on a broader transformation of the U.S. economy than is suggested by the current preoccupation with financial speculation. Krippner argues that state policies that created conditions conducive to financialization allowed the state to avoid a series of economic, social, and political dilemmas that confronted policymakers as postwar prosperity stalled beginning in the late 1960s and 1970s. In this regard, the financialization of the economy was not a deliberate outcome sought by policymakers, but rather an inadvertent result of the state’s attempts to solve other problems. The book focuses on deregulation of financial markets during the 1970s and 1980s, encouragement of foreign capital into the U.S. economy in the context of large fiscal imbalances in the early 1980s, and changes in monetary policy following the shift to high interest rates in 1979. Exhaustively researched, the book brings extensive new empirical evidence to bear on debates regarding recent developments in financial markets and the broader turn to the market that has characterized U.S. society over the last several decades.
Contrary to dominant narratives which portray East European politics as a pendulum swing between democracy and authoritarianism, conventionally defined in terms of an ahistorical cultural geography of East vs. West, this book analyzes post-socialist transformation as part of the long downturn of the post-WWII global capitalist cycle. Based on an empirical comparison of two countries with significantly different political regimes throughout the period, Hungary and Romania, this study shows how different constellations of successive late socialist and post-socialist regimes have managed internal and external class relations throughout the same global crisis process, from very similar positions of semi-peripheral, post-socialist systemic integration. Within this context, the book follows the role of social movements since the 1970s, paying attention both to the level of differences between local integration regimes and to the level of structural similarities of global integration. The analysis maintains a special focus on movements’ class composition and inter-class relationships and the specific position of middle-class politics in movements.
Tangled Governance addresses the institutions that were deployed to fight the euro crisis, re-establish financial stability, and prevent contagion beyond Europe. The author addresses why European leaders chose to include the IMF and provides a detailed account of the decisions of the institutions that make up the 'Troika' (the European Commission, ECB, and IMF). He explains the institutions' negotiating strategies, the outcomes of their interaction, and the effectiveness of their cooperation. The book also explores the strategies of the member states, including Germany and the United States, with respect to the institutions and the advantages they sought in directing them to work together. The book locates the analysis within the framework of regime complexity, clusters of overlapping and intersecting regional and multilateral institutions. It tests conjectures spawned by that literature against the seven cases of financial rescues of euro area countries that were stricken by crisis during 2010-2015. Tangled Governance concludes that regime complexity is the consequence of a strategy by key states to control 'agency drift'. States mediate conflicts among institutions, through informal as well as formal mechanisms, and thereby limit fragmentation of the regime complex and underpin substantive efficacy. In so doing, the book answers several key puzzles, including why (a) Germany and other Northern European countries supported IMF inclusion despite substantive positions opposed to their economic preferences, (b) crisis-fighting arrangements endured intense conflicts among the institutions, and (c) the United States and the IMF promoted further steps to 'complete' the monetary union.

There is no precedent to the current economic crisis which looks set to redefine social policy debate throughout the globe. But its effects are not uniform across nations. Bringing together a range of expert contributions, the key lesson to emerge from this book is that 'the crisis' is better understood as a variety of crises, each mediated by national context. Consequently, there is an array of potential trajectories for welfare systems, from those where social policy is regarded as incompatible with the post-crisis economy to those where it is considered essential to future economic growth and security.
