The European Union (EU) is a highly institutionalized multilevel system, but not formally a federation. In spite of the considerable power and sophisticated legal architecture of the EU institutions, sovereignty formally rests with the twenty-seven member states. Both in a historical and in a legal sense, the EU is their creation. It was established through international agreements concluded between the member states, and all changes of the EU Treaties (the Union's so-called "primary law") still require member-state ratification. The member states also exercise ultimate control over the EU's finances, and it is their administrative agencies that are charged with implementing most EU rules. Nonetheless, in the past decades, the political autonomy of EU institutions and the legal impact of EU rules have grown immensely.

This book analyses the European Court of Justice's power from a political-science perspective. It argues that this power can be assessed through studying the policy implications of there being a supranational constitution that was drafted as an international treaty. An international treaty contains a set of policy goals for future cooperation. Direct effect and supremacy give constitutional status to these policy goals, allowing the Court to develop the Treaty's implications for policymaking at the European and the member-state levels. By focusing on the four freedoms (of goods, services, persons, and capital) and citizenship rights, the book analyses the implications of case law for policymaking in different case studies. It shows how major EU legislation (for instance, the Services and Citizenship Directives) are significantly influenced by case law and how controversial policies, such as EU citizens' access to tax-financed social benefits, are closely linked to the Court.
It is universally accepted that there has been a huge growth in EU lobbying over the past few decades. There is now a dense EU interest group system. This entirely new volume, inspired by Mazey & Richardson's 1993 book Lobbying in the European Community, seeks to understand the role of interest groups in the policy process from agenda-setting to implementation. Specifically, the book is interested in observing how interest groups organise to influence the EU institutions and how they select different coalitions along the policy process and in different policy domains. In looking at 20 years of change, the book captures processes of institutional and actor learning, professionalisation of lobbying, and the possible emergence of a distinct EU public policy style.
