This report explores the effects of rapid growth in Austin, Texas, with an emphasis on local government budgets, service delivery, and citizen satisfaction. The relationship between urban growth and public finances has been studied extensively, but a comprehensive analysis of the relationship between growth and public finances, service delivery performance, and citizen satisfaction over time is lacking. A multi-decade analysis reveals a steady increase in the cost of local government services and levels of taxation, with corresponding high performance and citizen satisfaction over time. In light of these findings, recommendations to improve cost-effectiveness, service delivery, and citizen satisfaction include: regular audits of the City's performance measurement system to ensure the metrics tracked remain relevant to the challenges; better coordination of taxes and expenditures among local government entities to minimize the tax impact on residents; greater consideration of less costly alternative municipal service delivery systems; and concerted efforts to engage residents in the budget and service delivery decisions.
Two continuing California trends are population growth and improving air quality. Sprawl at the fringe of metropolitan areas may lower quality of life by contributing to congestion, reducing open space and raising pollution levels. This paper studies this claim by estimating hedonic wage and rental regressions using California 1980 and 1990 micro census data. Real rents have fallen in faster growing areas, suggesting that the "growth causes degradation" hypothesis has some merit. Sprawl's damage to local quality of life would be higher if fringe growth degrades air quality and households greatly value avoiding polluted areas. The relative importance of air quality as an urban amenity is tested using data from Los Angeles county, an area where dramatic improvements in smog have taken place. While high ozone areas feature lower rents, the ozone's capitalization suggests that it is not a key urban disamenity.

New suburban communities have sprung up all over America, while industrial plants and other commercial districts in the inner city have been left to decay. Nowhere is this more evident that the midwestern United States, where newly formed communities have funneled jobs and income from the inner city. Generally known as sprawl, the problem is particularly acute in those metropolitan areas where deconcentration is taking place-decline in the central city coupled with suburban growth. This process creates benefits in the sububrs, but also increasingly poses costs in the form of congestion and increased infrastructure costs.
