Public policies in taxation and revenue management are key to ensuring natural resource wealth results in economic development. Tax policy and systems should ensure that whenever natural resources are extracted, the host state receives a fair share of revenue. Revenue management policies are required to ensure that government revenues from natural resources are wisely used to finance sustainable economic development. This Economic Paper analyses key issues in natural resource taxation and revenue management and recommends policies that can improve countries’ economic performance. The discussion draws on economic theory, empirical evidence and the work of the Commonwealth Secretariat.

A look at the role of state policies in North-South economic divergence and in American industrial development leading up to the Civil War. In 1796, famed engineer and architect Benjamin Henry Latrobe toured the coal fields outside Richmond, Virginia, declaring enthusiastically, “Such a mine of Wealth exists, I believe, nowhere else!” With its abundant and accessible deposits, growing industries, and network of rivers and ports, Virginia stood poised to serve as the center of the young nation’s coal trade. By the middle of the nineteenth century, however, Virginia’s leadership in the American coal industry had completely unraveled while Pennsylvania, at first slow to exploit its vast reserves of anthracite and bituminous coal, had become the country’s leading producer. Sean Patrick Adams compares the political economies of coal in Virginia and Pennsylvania from the late eighteenth century through the Civil War, examining the divergent paths these two states took in developing their ample coal reserves during a critical period of American industrialization. In both cases, Adams finds, state economic policies played a major role. Virginia’s failure to exploit the rich coal fields in the western part of the state can be traced to the legislature’s overriding concern to protect and promote the interests of the agrarian, slaveholding elite of eastern Virginia. Pennsylvania’s more factious legislature enthusiastically embraced a policy of economic growth that resulted in the construction of an extensive transportation network, a statewide geological survey, and support for private investment in its coal fields. Using coal as a barometer of economic change, Old Dominion, Industrial Commonwealth addresses longstanding questions about North-South economic divergence and the role of state government in American industrial development.
This work analyzes recent economic performance in the Commonwealth Caribbean by examining the IMF/World Bank Structural Adjustment Package and its relation to the deteriorating economic and social conditions in this part of the world. Ramesh F. Ramsaran not only takes a critical look at structural adjustment as it has been applied in the Caribbean but also examines recent structural adjustment theory in general and some of its contradictions in practice. Ramsaran argues that if structural adjustment programs are to be effective with minimum social cost, their design must take into account the specific conditions of individual countries. This argument against the general application of policies and principles remains firm, despite the fact that international aid agencies in the 1980s did find general guidelines useful in particular situations. His analysis will be of interest to scholars and policy-makers in international and development economics and international finance and trade.
Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).
