Social thinkers have criticized Latin American development as incomplete, backward, and anti-modern. This volume demonstrates that, while often deeply compromised and fragmented, Latin American civil spheres have remained resilient, institutionally and culturally, generating new oppositional movements, independent journalism, rebellious intellectuals, electoral power, and critical political parties. In widely different arenas, dissidents have employed the coruscating language of the civil sphere to pollute their oppressors in the name of justice. In the 1970s and 1980s, political thinkers heralded the resurrection of Latin American civil society, envisioning a new world of freedom and stability. Corruption, inequality, racism, and exclusion become pressing and urgent 'social problems', not despite the promises of democracy, but because of them. The premise of this volume is that Latin American civil spheres are powerful, even as they are compromised, creating challenges to anti-civil culture and institutions that trigger social reform. It is the first of three volumes that place civil sphere theory in a global context.

Even as the specter of populism haunts contemporary societies, scholars have not been able to agree about what it is. Except for one thing: a deviation from democracy, the source, it seems, of the precarious position in which so many societies find themselves today. This volume aims to break the Gordian knot of “populism” by bringing a new social theory to bear and, in so doing so, suggesting that normative judgments about this misunderstood phenomenon need to be reconsidered as well. Populism is not a democratic deviation but a naturally occurring dimension of civil sphere dynamics, fatal to democracy only at the extremes. Because populism is highly polarizing, it has the effect of inducing anxiety that civil solidarity is breaking apart. Left populists feel as if civil solidarity is an illusion, that democratic discourse is a fig leaf for private interests, and that the social and cultural differentiation that vouchsafes the independence of the civil sphere merely reflects the hegemony of narrow professional interests or those of a ruling class. Right populists share the same distrust, even repulsion, for the civil sphere. What seems civil to the center and left, like affirmative action or open immigration, they call out as particularistic; honored civil icons, such as Holocaust memorials, they trash. How can the sense of a vital civil center survive such censure from populism on the left and the right? Populism in the Civil Sphere provides compelling answers to these fundamental questions. Carlos Forment's aim in this highly ambitious work is to write the book that Tocqueville would have written had he traveled to Latin America instead of the United States. Drawing on an astonishing level of research, Forment pored over countless newspapers, partisan pamphlets, tabloids, journals, private letters, and travelogues to show in this study how citizens of Latin America established strong democratic traditions in their countries through the practice of democracy in their everyday lives. This first volume of Democracy in Latin America considers the development of democratic life in Mexico and Peru from independence to the late 1890s. Forment traces the emergence of hundreds of political, economic, and civic associations run by citizens in both nations and shows how these organizations became models of and for democracy in the face of dictatorship and immense economic hardship. His is the first book to show the presence in Latin America of civic democracy, something that gave men and women in that region an alternative to market- and state-centered forms of life. In looking beneath institutions of government to uncover local and civil organizations in public life, Forment ultimately uncovers a tradition of edification and inculcation that shaped democratic practices in Latin America profoundly. This tradition, he reveals, was stronger in Mexico than in Peru, but its basic outlines were similar in both nations and included a unique form of what Forment calls Civic Catholicism in order to distinguish itself from civic republicanism, the dominant political model throughout the rest of the Western world.
Queering the Public Sphere in Mexico and Brazil is a groundbreaking comparative analysis of the historical development and contemporary dynamics of LGBT activism in Latin America’s two largest democracies. Rafael de la Dehesa focuses on the ways that LGBT activists have engaged with the state, particularly in alliance with political parties and through government health agencies in the wake of the AIDS crisis. He examines this engagement against the backdrop of the broader political transitions to democracy, the neoliberal transformation of state–civil society relations, and the gradual consolidation of sexual rights at the international level. His comparison highlights similarities between sexual rights movements in Mexico and Brazil, including a convergence on legislative priorities such as antidiscrimination laws and the legal recognition of same-sex couples. At the same time, de la Dehesa points to notable differences in the tactics deployed by activists and the coalitions brought to bear on the state. De la Dehesa studied the archives of activists, social-movement organizations, political parties, religious institutions, legislatures, and state agencies, and he interviewed hundreds of individuals, not only LGBT activists, but also feminists, AIDS and human-rights activists, party militants, journalists, academics, and state officials. He marshals his prodigious research to reveal the interplay between evolving representative institutions and LGBT activists’ entry into the political public sphere in Latin America, offering a critical analysis of the possibilities opened by emerging democratic arrangements, as well as their limitations. At the same time, exploring activists’ engagement with the international arena, he offers new insights into the diffusion and expression of transnational norms inscribing sexual rights within a broader project of liberal modernity. Legislatures, the judiciary and civil society are important actors in representative democracies. In what ways and how well do they represent? And how effectively do they carry out their institutional and social roles? Both questions refer to the key dimensions of democracy analyzed in this book: representativeness and effectiveness, respectively. While they have been developed separately in scholarly work on institutions and regimes, there is little work considering them simultaneously, and on their interaction. Using quantitative and/or qualitative methods, contributions from top scholars in the field of legislatures, the judiciary and civil society examine these two concepts and their relationships in four Latin American countries: Argentina, Brazil, Chile, and Mexico. Designed to guide the reader through the complexities of this debate, each expert engages in a larger set of theoretical debates about different approaches to representation in each sphere. In doing so, they debate how effectively these spheres carry out their roles in each country: whether a congress is institutionalized, its accountability, and its performance as a lawmaker; whether a judicial system is independent, carries out oversight, and protects citizen rights; and the role of civil society in a representative democracy. The contributors to Beyond Civil Society argue that the conventional distinction between civic and uncivic protest, and between activism in institutions and in the streets, does not accurately describe the complex interactions of forms and locations of activism characteristic of twenty-first-century Latin America. They show that most contemporary political activism in the region relies upon both confrontational collective action and civic participation at different moments. Operating within fluid, dynamic, and heterogeneous fields of contestation, activists have not been contained by governments or conventional political categories, but rather have overflowed their boundaries, opening new democratic spaces or extending existing ones in the process.
