In this follow-on report to Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.
This CSIS report examines the evolution of European military capabilities over the next decade. It asks two main questions. What military capabilities might European allies and partners of the United States possess by 2030? And what types of military missions will these states be able (and unable) to effectively perform by 2030? First, European militaries—including the largest and most capable European NATO members—will continue to struggle to conduct several types of missions without significant U.S. assistance. Second, European militaries will face significant challenges in the Indo-Pacific. Third, Europe’s major powers will likely have the capability to conduct most types of missions at the lower end of the conflict continuum without significant U.S. military aid. To sustain progress and overcome remaining challenges, NATO will have to revise its burden-sharing metrics, modernize defense planning and procurement practices, and address lagging political will.
The scope and intensity of the challenges currently faced by western European political parties is exceptionally large, threatening the viability of the manner in which they have traditionally operated and causing them to seek new behaviours and strategies. This volume brings together some of the foremost scholars of European party politics, whose evaluation of political parties in 'the new Europe' is organised under four broad headings: Parties as Corporate Actors; Parties and Society; Parties and the State and Parties Beyond the Nation State. For many observers, the European Union is mired in a deep crisis. The Brussels Effect shows how the EU has acquired such power, why multinational companies use EU standards as global standards, and why the EU's role as the world's regulator is likely to outlive its gradual economic decline, extending the EU's influence long into the future.
The North Atlantic Treaty Organization (NATO) is the world’s largest, most powerful military alliance. The Alliance has navigated and survived the Cold War, the collapse of the Soviet Union, and the post-9/11 era. The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.
The last half-century has been a defining period for the development of political science in Europe: disciplinary norms have become institutionalized in professional organizations, training units, and research centres; the scholarly community has dramatically grown in size across the continent; the analytical and methodological tools of the discipline are increasingly sophisticated; and the knowledge disseminated under the label "political science" is bigger than it has ever been.
