Probing the relationship between German political economy and everyday fiscal administration, The Disordered Police State focuses on the cameral sciences—a peculiarly German body of knowledge designed to train state officials—and in so doing offers a new vision of science and practice during the seventeenth and eighteenth-centuries. Andre Wakefield shows that the cameral sciences were at once natural, technological, and economic disciplines, but, more important, they also were strategic sciences, designed to procure patronage for their authors and good publicity for the German principalities in which they lived and worked. Cameralism, then, was the public face of the prince's most secret affairs; as such, it was an essentially dishonest enterprise. In an entertaining series of case studies on mining, textiles, forestry, and universities, Wakefield portrays cameralists in their own gritty terms. The result is a revolutionary new understanding about how the sciences created and maintained an image of the well-ordered police state in early modern Germany. In raising doubts about the status of these German sciences of the state, Wakefield ultimately questions many of our accepted narratives about science, culture, and society in early modern Europe.

Ju ̈ rgen G. Backhaus 1 Johann Heinrich Gottlob (von) Justi was born in 1702 in Bru ̈ cken in Prussia (county of Sangerhausen), studied law and cameral sciences in Wittenberg and Jena, yet had to leave the university, entered the Prussian military service, was captured during the Austrian war of succession by the Austrians but escaped to Leipzig (Saxony) where he studied mineral sciences. In 1750 he was called to a chair ‘‘Cameral Sciences and Rhetorics’’ at the new Theresian Academy of Knights in Vienna. There, he gave two important inaugural lectures which are the focal point of this book. In 1754, Justi was appointed a mineral counsellor in Gottingen ̈ (Hanover), and lectured at the Saxonian University on both state sciences and natural sciences. In 1762, Frederic II (the Great) of Prussia appointed him Prussian captain (highest supervisory position) of mines and general supervisor of fiscal-mineral activities. In 1768 he was accused of embezzlement, and before he could prove his innocence, he died in 1771 as a prisoner in the (decaying) fortress of Ku ̈ strin. Due to his death, the case was never decided. But Frederic had obviously made his own decision. When he appointed Justi, the appointee pointed out that he was suffering from weak eye sight and could not readily check the bookkeeping. Frederic replied: You may have weak eyes but you have a bright mind. I shall put two eyes by your side.
Cameralism and the Enlightenment reassesses the relationship between two key phenomena of European history often disconnected from each other. It builds on recent insights from global history, transnational history and Enlightenment studies to reflect on the dynamic interactions of cameralism, an early modern set of practices and discourses of statecraft prominent in central Europe, with the broader political, intellectual and cultural developments of the Enlightenment world. Through contributions from prominent scholars across the field of Enlightenment studies, the volume analyzes eighteenth-century cameralist authors’ engagements with commerce, colonialism and natural law. Challenging the caricature of cameralism as a German, land-locked version of mercantilism, the volume reframes its importance for scholars of the Enlightenment broadly conceived. This volume goes beyond the typical focus on Britain and France in studies of political economy, widening perspectives about the dissemination of ideas of governance, happiness and reform to focus on multidirectional exchanges across continental Europe and beyond during the eighteenth century. Emphasizing the practice of theory, it proposes the study of the porosity of ideas in their exchange, transmission and mediation between spaces and discourses as a key dimension of cultural and intellectual history.
This reader in the history of economic thought challenges the assumption that today’s prevailing economic theories are always the most appropriate ones. As Leland Yeager has pointed out, unlike the scientists of the natural sciences, economists provide their ideas largely to politicians and political appointees who have rather different incentives that might prevent them from choosing the best economic theory. In this book, the life and work of each of the founders of economics is examined by the best available expert on that founding figure. Drawing on the work of Foucault and Bourdieu, David Lindenfeld illuminates the practical imagination as it was exhibited in the transformation of the political and social sciences during the changing conditions of nineteenth-century Germany. Using a wealth of information from state and university archives, private correspondence, and a survey of lecture offerings in German universities, Lindenfeld examines the original group of learned disciplines which originated in eighteenth-century Germany as a curriculum to train state officials in the administration and reform of society and which included economics, statistics, politics, public administration, finance, and state law, as well as agriculture, forestry, and mining. He explores the ways in which some systems of knowledge became extinct, and how new ones came into existence, while other migrated to different subject areas. Lindenfeld argues that these sciences of state developed a technique of deliberation on practical issues such as tax policy and welfare, that serves as a model for contemporary administrations.
