Excerpt from Housing Code of the City of Berkeley, State of California, Nineteen Hundred and Fifteen: In Effect July 1, 1915 An Ordinance to regulate the erection, construction, use, control, maintenance and repair of buildings used for human occupancy or habitation, the number of occupants, and the mode and manner of occupancy, for the purpose of securing the healthful, safe and sanitary environment of the occupants thereof, and to compel the owners of such buildings to alter, reconstruct and modify the same, or any part thereof, for the purpose aforesaid, and to prohibit the unlawful use or occupancy of such building or buildings, providing penalties for the violation thereof and repealing conflicting ordinances. Be it ordained by the Council of the City of Berkeley as follows: 1. Short Title. This ordinance shall be known as the Housing Code. 2. Enforcement. The Department of Buildings and Inspections shall have supervision over and shall enforce the provisions of this ordinance relative to the construction, alteration and repair of buildings used for human habitation, and shall issue the Certificate of Conformity required by section one hundred eighteen of this ordinance. The Board of Health is hereby charged with the enforcement of the remaining provisions of this ordinance. 3. Records. Each of said departments shall keep and preserve, as to each such building, a complete record of all inspections, permits and orders issued pursuant to this ordinance.
