This study analyzes the significance of new economic context in Latin America and the Caribbean for the design of policies for the agricultural sector. In addition, it analyzes and assesses recent trends in agricultural development policy in Latin America, to identify and synthesize new policy directions, and to highlight emerging challenges and avenues for policy innovation. The main conclusion of the study is that Latin American agricultural and rural development policy is at a turning point that will require bold new initiatives to improve the production performance of agriculture, reduce rural poverty, protect the natural resource base of the sector and ensure the political sustainability of economic growth. Although at different stages of development, the countries of the Western Balkans—Albania, Bosnia and Herzegovina, the former Yugoslav Republic of Macedonia, Montenegro, and Serbia—face similar challenges in transforming and modernizing their agricultural food production (agri-food) sectors. Their rural sectors have lagged behind the rest of the economy in growth and poverty reduction, their agri-food sectors are undercapitalized and highly fragmented, and their agro-processing capacities limited. Agricultural trade deficits are widening, climate change is posing increasing risks to farm incomes, and low-cost imports and changing consumer preferences are further eroding competitiveness. Added to this scenario are the challenges and opportunities of adopting the EU 'acquis communautaire' relating to agriculture. Based on recent World Bank reports prepared in collaboration with the Food and Agriculture Organization of the United Nations and the European Commission Directorate General for Agriculture and Rural Development, 'The Changing Face of Rural Space: Agriculture and Rural Development in the Western Balkans' identifies what is constraining agricultural competitiveness in these countries, examines public expenditures in agriculture, and diagnoses key challenges for agricultural policy makers. The book expands on previous findings to provide a strategic policy framework for transforming and modernizing the agri-food sector and, in the context of region’s ongoing process of integration with the European Union, creating a dynamic rural space in the Western Balkans. An international joint study by the Food and Agriculture Organization of the United Nations (FAO) and UNESCO's International Institute for Educational Planning (IIEP) was conducted on education and rural development to review the status of the topic from the standpoint of public policies and the conceptual frameworks on which they are based and also to shed light on what may be called "good practice." The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Further exploring a particular dimension of basic education, Chapter III, "Making Learning Relevant: Principles and Evidence from Recent Experiences" (Peter Taylor, Daniel Desmond, James Grieshop and Aarti Subramaniam), devotes specific attention to strategies linking the formal school teaching with students' life environment, including agriculture, and to garden-based learning. Special attention is given to the reform of higher agricultural institutions and lessons based on case studies are provided to document good practice in institutional reform. Finally, Chapter VI, "Main Findings and Implications for Policy and Donor Support" (David Atchoarena with Lavinia Gasperini, Michael Lakin and Charles Maguire), concentrates on the main findings of the study and discusses policy implications and possible responses for donors and countries. When agricultural production and related businesses dominated rural economies, policies that strengthened and improved agriculture tended to strengthen and improve the well-being of most America's small communities and rural residents. As the strength of this linkage declined over the past century, many have felt that the rural policy has been left largely fragmented and unfocused, compromising a patchwork of programs and initiatives rather than a coherent policy. Yet agriculture remains the primary policy framework for Congresses' consideration of rural issues. Significant changes are occurring in the structure of the US agro-food system. These changes are likely to pose important questions about the direction and coherence of current rural policy. Several significant trends in the evolving structure of agriculture are discussed in this book: (1) a continuation in the trend toward fewer and larger farms; (2) a potential acceleration of that trend as production shifts to more tightly integrated and vertically co-ordinated production through supply chains; (3) greater environmental pressures on conventional agricultural production practices stemming from urban and suburban interests; and (4) changing food consumption patterns.
