While much of the current literature on the economic consequences of an aging population focuses on the negative aspects, this enlightening book argues that seniors can bring significant benefits such as vitality and competitiveness to an urban economy. The authors illustrate the ways an aging population can have a positive impact on urban centers, including the move by large numbers of seniors from the suburbs to the city, where their disproportionate consumption of education and the arts helps rejuvenate city centers. Given this, the authors conclude that a large and active senior population has the potential to assist a city in the achievement of its strategic economic objectives. The book includes analyses of the effects of population aging on best practices in 40 cities in the US and EU, with surprising results, as well as interviews with city officials and leaders. This book brings together recent scholarly work concerned with efforts around the world to transform cities so that they are more age-friendly. Europe is in a troubled state. The macroeconomic situation looks grim, national governments are close to dysfunction, and Europeans are facing austerity and relative decline. The one bright spot on the horizon is the potential for positive action at the level of the city and urban regions. We investigate whether an aging population may challenge the supremacy of large working-cities. To this end, we develop an economic geography model with two types of individuals (workers and retirees) and two sectors (local services and manufacturing). Workers produce and consume; the elderly consume only. As a result, the mobility decision of workers is driven by both the wage gap and the cost-of-living gap, unlike the elderly who react to the differences in the cost of living only. We show that the return of pre-industrial urban system dominated by rentier cities does not seem to be on the agenda. Quite the opposite, the future of large working-cities is still bright, the reason being that todays urban costs act as a strong force that prevents a large share of local services and manufacturing firms from following the rentiers in the elderly-cities, while the supply of differentiated b2c services prevent their complete separation.
Central America is undergoing an important transition. Urban populations are increasing at accelerated speeds, bringing pressing challenges for development, as well as opportunities to boost sustained, inclusive and resilient growth. Today, 59 percent of the region’s population lives in urban areas, but it is expected that 7 out of 10 people will live in cities within the next generation. At current rates of urbanization, Central America’s urban population will double in size by 2050, welcoming over 25 million new urban dwellers calling for better infrastructure, higher coverage and quality of urban services and greater employment opportunities. With more people concentrated in urban areas, Central American governments at the national and local levels face both opportunities and challenges to ensure the prosperity of their country’s present and future generations. The Central America Urbanization Review: Making Cities Work for Central America provides a better understanding of the trends and implications of urbanization in the six Central American countries -Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama- and the actions that central and local governments can take to reap the intended benefits of this transformation. The report makes recommendations on how urban policies can contribute to addressing the main development challenges the region currently faces such as lack of social inclusion, high vulnerability to natural disasters, and lack of economic opportunities and competitiveness. Specifically, the report focuses on four priority areas for Central American cities: institutions for city management, access to adequate and well-located housing, resilience to natural disasters, and competitiveness through local economic development. During the past 25 years the burden of managing economic policy for competitiveness has devolved to cities and to urban regions. National governments have increasingly been focused on staving off fiscal collapse. Three considerations underpin the assessment. First, ageing societies are not "a problem" as such. Longevity is the result of socioeconomic development and can provide opportunities for growth, such as through technological development. Second, ageing societies are not simply societies of "older people". Cities, where older people live with a high quality of life, can be good places for any generation. Third, unlike other potential challenges, such as a financial crisis or natural disaster, ageing trends and their impact can be fairly predictable. Cities can thus take action now to prepare for future demographic changes. Those cities at the forefront in addressing these changes offer useful experiences for others. Policies for ageing societies are thus not only about responding to today's needs and opportunities, but also about anticipating the future population structure, and the economic and social pathways for a smooth transition.
