The Thames Gateway stretches from Canary Wharf to the mouth of the Thames Estuary and is the most ambitious regeneration programme in Western Europe; by 2016 the Government wants there to be 160,000 new homes and 180,000 new jobs, all provided in an environmentally sustainable fashion. This report examines whether central government has laid solid foundations for the scheme, if risks have been properly identified and whether they are being properly managed. The project is assessed against a framework for best practice for successful regeneration based on both NAO research and research by the Bartlett Faculty of the Built Environment. The Department for Communities and Local Government already recognise the need to strengthen the management of the programme and have recently appointed a Chief Executive to achieve greater cross government influence. This report contains eight key recommendations to help the Department address the key risks, improve management and strengthen the coherence of the overall programme.
The Thames Gateway regeneration programme covers the area between Canary Wharf in London and the mouth of the River Thames, one of the most deprived areas in the Greater South East. It aims to create 160,000 new homes and 180,000 new jobs in the area by 2016 and with further development beyond that date. This project is one of 15 mission critical programmes prioritised by the Government and requires broad cross-government working so that new homes are supported by adequate transport, education, health, community, leisure, green space and environmental infrastructure. It is the only large scale regeneration programme managed directly by the Department for Communities and Local Government (DCLG). Following on from a NAO report (HCP 526, session 2006-07, ISBN 9780102945263) published in May 2007, the Committee's report examines the DCLG's overall management of the programme on four main issues: turning aspirations into plans that are delivered; more integrated and better co-ordinated expenditure; progress on delivering homes and employment opportunities; and achieving high quality and environmentally sustainable development. Conclusions drawn include that the Department's management has been weak and its programme management systems are not commensurate with the programme's size and scale of ambition. Measurable objectives and robust systems to measure progress are lacking, there are concerns over costing and delivery chain issues.and there is a risk that the economic benefits of regeneration will not reach existing residents.

Contributing to theoretical debates in planning, state restructuring and governance, it also outlines and critiques the contemporary practice of spatial planning.
This report is a follow-up to the NAO's 2005 report on the Regeneration of the Millennium Dome and associated land (HC 178, session 2004-05, ISBN 9780102931662). The 2005 report examined the process for selling the Millennium Dome and associated land and the resulting deal and concluded that the resulting deal offered an integrated solution for the regeneration of the Greenwich Peninsula and offered the Government a sensible exit strategy from the Dome. The development is still at an early stage and faces inherent risks and challenges which mean it is only possible to come to firm conclusions about early progress compared to the initial plans, rather than on the longer term outcomes. The report finds that The Dome has become a highly successful entertainment venue and a beacon for a new community on the Peninsula. The wider redevelopment of the surrounding land has been less successful. Some commercial and educational developments are underway earlier than planned initially. The delivery of new housing has, however, fallen behind schedule. It will be difficult for the housing programme to recover the lost ground to meet original targets because the rate of building required to do so is very demanding. As a consequence of these delays, the taxpayer's likely return from the redevelopment has fallen significantly. The structure of the deal means that the delays have affected the taxpayer more than the private sector. The Government should consider whether future deals can be structured to align better the interests of the public and private sectors.
Does the ‘city region’ constitute a new departure in urbanisation? If so, what are the key elements of that departure? The realities of the urban in the 21st century are increasingly complex and polychromatic. The rise of global networks enabled by supranational administrations, both governmental and corporate, strongly influences and structures the management of urban life. How we conceive the city region has intellectual and practical consequences. First, in helping us grasp rapidly changing realities; and second in facilitating the flow of resources, ideas and learning to enhance the quality of life of citizens. Two themes interweave through this collection, within this broad palette. First are the socio-spatial constructs and their relationship to the empirical evidence of change in the physical and functional aspects of urban form. Second is what they mean for the spatial scales of governance. This latter theme explores territorially based understandings of intervention and the changing set of political concerns in selected case studies. In efforts to address these issues and improve upon knowledge, this collection brings together international scholars building new data-driven, cross-disciplinary theories to create new images of the city region that may prove to supplement if not supplant old ones. The book illustrates the dialectical interplay of theory and fact, time and space, and spatial and institutional which expands on our intellectual grasp of the theoretical debates on ‘city-regions’ through ‘practical knowing’, citing examples from Europe, the United States, Australasia, and beyond.
