Civil conflicts in Africa range from few interstate wars to several intrastate conflicts characterized by secessionist movements, irredentism, coups and counter coups, genocide, wars of liberation to resource-based wars. The varied causes of conflicts in the continent's diverse and complex social formations are seen in ethnic terms and include struggles for economic/environmental resources, poor institutions of governance and issues of identity such as religion, language and racial differences. The core issue addressed in this volume is how to understand and explain the structural and analytical reasons for persistent civil conflicts in Africa. The core assumption is that most civil conflicts in Africa erupt largely because of the nature of state formation in the continent. Other significant variables that are explored as explanations for the persistent instances of civil conflicts in sub-Saharan Africa and the slow efforts at nation-building across the continent include issues of territoriality, climate change, ethnicity, ideological incongruities, institutional problems, the nature of postcolonial state, unreformed governance and economic structures, and corruption.This book also examines some sources of unresolved issues of territoriality and explains their connections to political violence and socio-political and cultural tensions across sub-Saharan Africa. It offers suggestions on how scholarly research and policies could help mediate if not mitigate future territorially-based conflicts in Africa.

Peacebuilding in Africa: The Post-Conflict State and Its Multidimensional Crises argues that building enduring peace in post-conflict states in Africa requires comprehensive, state-specific approaches that address the multidimensional crises that generated civil conflict and instabilities in these countries. Contributors examine states such as Burundi, the Democratic Republic of the Congo, Liberia, Rwanda, Sierra Leone, South Sudan, and Sudan to demonstrate that peacebuilding projects in each of these states must address the cultural, economic, political, and social root causes of their respective underlying civil conflicts. In addition, contributors prove that peacebuilding projects must be shaped by the centrality of human security: the respect for ethno-cultural diversity, the advancement of human material well-being, the protection of political rights and civil liberties, and the redesigning of the military and security architecture to ensure the safety of all citizens from both internal and external threats.
Civil Wars in Africa, edited by Kelechi A. Kalu and George Klay Kieh, Jr., examines civil conflicts throughout various African countries. They argue that civil wars in Africa are by-products of the contradictions and crises engendered by the post-colonial state-building and nation-building projects in Africa. With few exceptions, the post-colonial states in Africa have failed to build societies that invest in the material well-being of their citizens; protect their political, civil, and other rights; promote accountability, transparency, the rule of law, judicial independence, and the holding of free and fair elections; and promote ethnic pluralism, tolerance, mutual respect, and peaceful co-existence, among others. In addition, the contributors show that the post-colonial states in Africa have been ruled by corrupt and autocratic leaders, who are obsessed with the maintenance of state power as the pathway to ensuring the private accumulation of wealth through sundry illegal means, including bribery, extortion, and theft of public funds. In sum, this volume addresses how the failure of the post-colonial African state to shepherd the process of building democratic societies based on the centrality of human security has led to the erosion of the legitimacy of the state and its custodians. Thus, once the contradictions and crises reached their crescendo, these post-colonial societies than implode into civil wars, even at the micro-level.

This volume searches for pragmatic answers to the problems that continue to beset peacebuilding efforts at all levels of society, with a singular focus on the role of legitimacy. Many peacebuilding efforts are hampered by their inability to gain the support of those they are trying to help at the local level, or those at regional, national or international levels; whose support is necessary either for success at the local level or to translate local successes to wider arenas. There is no one agreed-upon reason for the difficulty in translating peacebuilding from one arena of action to another, but among those elements that have been studied, one that appears understudied or assumed to be unimportant, is the role of legitimacy. Many questions can be asked about legitimacy as a concept, and this volume addresses these questions through multiple case studies which examine legitimacy at local, regional, national and international levels, as well as looking at how legitimacy at one level either translates or fails to translate at other levels, in order to correlate the level of legitimacy with the success or failure of peacebuilding projects and programs The value of this work lies both in the breadth of the cases and the singular focus on the role of legitimacy in peacebuilding. Democratization and Military Coups in Africa: Post-1990 Political Conflicts studies the seemingly endless cycle of coups that have occurred in Africa since the “Free Officers Coup” of 1952 in Egypt. Unfortunately, after more than three decades of the “third wave of democratization” that began in the 1990’s, military coups remain a firm figure on the African political landscape. Although the Organization of African Unity (OAU) and its successor, the African Union (AU), have developed and implemented anti-coup norms, they have not deterred coup-makers. Contributors to this volume analyze the major fault lines in the body politics of African states that have created the conditions for coup-making and offer suggestions for ending the cycle of coups. Using countries such as Burkina Faso, Cote d'Ivoire, Egypt, Mauritania, Sierra Leone, and Sudan as case studies, each chapter studies the causes, effects, and evolution of military coups in Africa in order to show that eliminating military coups will require identifying and addressing the root causes of the coup in each affected state.
This book explores the contested notions of territory and belonging in Nigeria, most especially among the Fulani and other ethnic groups in Kaduna. The book argues that these controversies center around Indigenous, nomadic, and autochthonous claims of belonging. The author identifies these differing notions of belonging as a major condition of violent conflicts in Kaduna and across various postcolonial societies. The author’s analysis demonstrates how dynamic ideological impetuses for these conflicts underscore broader issues of citizenship rights, nationhood, and local peacebuilding in Nigeria.
In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city's only experience of ethnic conflict in recent years. Indeed, Mostar’s problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brcko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns?Moore argues that a conjunction of four factors explains the contrast in outcomes in Mostar and Brcko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done—that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.
