The marine areas beyond national jurisdiction (ABNJ) comprises 40 percent of the earth’s surface, it covers 64 percent of the surface of the ocean and 95 percent of its volume. The Common Oceans ABNJ Program (2014-2019) was implemented by FAO as a concerted effort to bring various stakeholders to work together to manage and conserve the world’s common oceans. The ABNJ Deep-Sea project, one component of the Common Oceans ABNJ Program, was of great assistance to newly-formed regional fisheries management organization and arrangements (RFMO/As), as well as some long-standing regional fisheries. The project showed positive results in safeguarding vulnerable marine ecosystems, strengthening monitoring, control and surveillance to combat illegal, unreported and unregulated fishing, mitigating bycatch mortality trends, and building awareness of cross-sectoral aspects in effective governance of ABNJ. Through its cooperation with RFMOs, the project has, to some extent, contributed to minimize the negative impacts of bycatch. Results achieved should be capitalized on and upscaled in a second phase.
The validation workshop of the areas beyond national jurisdiction (ABNJ) Deep-Sea Fisheries under the Ecosystem Approach Project, was held virtually in two sessions on 7 and 8 September 2021. The workshop was attended by representatives and potential project partners, including seven Regional Fisheries Management Organizations (RFMOs), three industry organizations, and the Global Environment Facility (GEF) Secretariat. The primary objective of the validation workshop was to update the participants on the development of the project to date, to outline the next steps in the project development process, and to validate the project’s outcomes, outputs and activities.
This report presents the findings of the terminal evaluation of the regional project “Climate change adaptation of the Eastern Caribbean fisheries sector” (GCP/SLC/202/SCF, “CC4FISH”). The project was financed by the Global Environment Facility (GEF) and implemented and co-executed by FAO and regional partners from January 2017 to June 2022. The participating countries were Antigua and Barbuda, Dominica, Grenada, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Trinidad and Tobago.

This step-wise guide aims to assist with the implementation of relevant international instruments pertaining to deep-sea fisheries and biodiversity conservation in areas beyond national jurisdiction, especially the high seas, into national policy and law. This guide focuses on the incorporation and transposition of international rules, standards, and recommended practices and procedures into national policy and law. It addresses the key measures for making international obligations effective at the national level and suggests possible options for integrating those measures into the national legal framework. Legislative examples are also provided to illustrate how certain provisions have been incorporated into primary or secondary legislation. The guide first addresses the establishment of a national policy, followed by a description and analysis of essential legislative provisions regarding deep-sea fisheries and the conservation of marine biological diversity in areas beyond national jurisdiction. This guide is thus relevant to policy-makers, parliamentary draftpersons, and parliamentarians.
Throughout the world there is evidence of mounting interest in marine resources and new maritime industries to create jobs, economic growth and to help in the provision of energy and food security. Expanding populations, insecurity of traditional sources of supply and the effects of climate change add urgency to a perceived need to address and overcome the serious challenges of working in the maritime environment. Four promising areas of activity for ‘Blue Growth’ have been identified at European Union policy level including Aquaculture; Renewable Energy (offshore wind, wave and tide); Seabed Mining; and Blue Biotechnology. Work has started to raise the technological and investment readiness levels (TRLs and IRLs) of these prospective industries drawing on the experience of established maritime industries such as Offshore Oil and Gas; Shipping; Fisheries and Tourism. An accord has to be struck between policy makers and regulators on the one hand, anxious to direct research and business incentives in effective and efficient directions, and developers, investors and businesses on the other, anxious to reduce the risks of such potentially profitable but innovative investments.The EU H2020 MARIBE (Marine Investment for the Blue Economy) funded project was designed to identify the key technical and non-technical challenges facing maritime industries and to place them into the social and economic context of the coastal and ocean economy. MARIBE went on to examine with companies, real projects for the combination of marine industry sectors into multi-use platforms (MUPs). The purpose of this book is to publish the detailed analysis of each prospective and established maritime business sector. Sector experts working to a common template explain what these industries are, how they work, their prospects to create wealth and employment, and where they currently stand in terms of innovation, trends and their lifecycle. The book goes on to describe progress with the changing regulatory and planning regimes in the European Sea Basins including the Caribbean where there are significant European interests. The IOPA-IUU is a voluntary instrument that applies to all States and entities and to all fishers. Following the IPOA's introduction, the nature and scope of IUU fishing is addressed. This is followed by the IPOA's objective and principles and the implementation of measures to prevent, deter and eliminate IUU fishing. These measures focus on all State responsibilities, flag State responsibilities, coastal State measures, port State measures, internationally agreed market-related measures, research and regional fisheries management organizations. Special requirements of developing countries are then considered, followed by reporting requirements and the role of FAO.
The World Ocean Assessment - or, to give its full title, The First Global Integrated Marine Assessment - is the outcome of the first cycle of the United Nations' Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects. The Assessment provides vital, scientifically-grounded bases for the consideration of ocean issues, including climate change, by governments, intergovernmental agencies, non-governmental agencies and all other stakeholders and policymakers involved in ocean affairs. Together with future assessments and related initiatives, it will support the implementation of the recently adopted 2030 Agenda for Sustainable Development, particularly its ocean-related goals. Moreover, it will also form an important reference text for marine science courses.
A Sustainable Future for Small States: Pacific 2050 is part of the Commonwealth Secretariat’s regional strategic foresight programme that examines whether current development strategies set the region on a path to achieve sustainable development by 2050. The study analyses whether Commonwealth Pacific small states (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) will achieve the Sustainable Development Goals. It reviews critical areas that can serve as a catalyst for change in the region: governance (examining political governance, development effectiveness and co-ordination, and ocean governance); non-communicable diseases; information and communications technology and climate change (focussing on migration and climate change, and energy issues).
