The estimated 10 million Roma across Europe make up the continent's largest minority and one of its most vulnerable groups. Roma make up an increasingly large proportion of school-age children in Europe, and education is the key to securing their social inclusion. The Open Society Foundation's monitoring of access to quality education for Roma in eight countries pinpoints 10 fundamental goals in education that can help secure a bright future for all children in Europe. The brochure is based on reports developed by three Open Society Institute programs that examined education for Roma in eight Central and Eastern European countries (Bulgaria, Croatia, Hungary, Macedonia, Montenegro, Romania, Serbia, and Slovakia).
The volume presents the results collated in the frames of the fact finding project led by the editor. The analysis includes the examination of a large number of legal documents and policy statements issued by national authorities and the international community on the matter. A critical overview is also made about the various Roma-specific political campaigns on national and European scale. The second half of the book contains interviews with activists that assumed a leading role in school desegregation. These testimony pieces have been critically reviewed by educational and policy analysts from the concerned countries.
The contributors explore the experience of learners from minority groups and the education policy response of authorities, drawing on the international research in the USA, Finland, Rwanda, India, South Africa, Hungary, China and the UK. They explore the purpose of education for minority groups and in particular the place of human, social and identity capital in policy and practice. For the last three decades, the international response to the adverse conditions of Roma has been intensive, producing a plethora of educational policies, reforms, and strategies that have been developed and implemented. This edited volume gathers together prominent international scholars, advocates and activists, with the purpose of offering a comprehensive and integrated understanding of how historical, political, and cultural forces shape educational experiences and social policy for the Roma population in Europe. The book uses theoretical and empirical lenses to understand the formal and informal education of Roma. Through the contextualised theorisation of Roma education it illustrates, illuminates and discusses issues of wider concern. Ethnic inequalities in divided societies can exacerbate social divisions and lead to conflict. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia’s ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.
This Handbook presents current research on children and youth in ethnic minority families. It reflects the development currently taking place in the field of social sciences research to highlight the positive adaptation of minority children and youth. It offers a succinct synthesis of where the field is and where it needs to go. It brings together an international group of leading researchers, and, in view of globalization and increased migration and immigration, it addresses what aspects of children and youth growing in ethnic minority families are universal across contexts and what aspects are more context-specific. The Handbook examines the individual, family, peers, and neighborhood/policy factors that protect children and promote positive adaptation. It examines the factors that support children’s social integration, psychosocial adaptation, and external functioning. Finally, it looks at the mechanisms that explain why social adaptation occurs.

Instead of looking only at Roma’s position as migrants, an ethnic minority or a socio-economically disadvantage group, it considers them as European citizens, questioning why they are typically used to describe exceptionalities of citizenship in developed liberal democracies rather than as evidence for how problematic the conceptualisation of citizenship is at its core. Developing novel theoretical concepts, such as the fringes of citizenship and the invisible edges of citizenship, the book investigates a variety of topics around citizenship, including migration and free movement, statelessness and school segregation, as well as how marginalised minorities respond to such predicaments. It argues that while Roma are unique as a minority, the treatment that marginalises them is not. This is demonstrated by comparing their position to that of other marginalised minorities around the globe.
Following the enlargement of the European Union in May 2004, Roma (or gypsies) are now the largest minority group in Europe. They are also one of the poorest and most vulnerable groups, living mainly in Central and Eastern Europe, suffering poverty levels as high as ten times that found within majority populations. The lack of information about the living conditions and needs of Roma people compound these stark gaps in human development outcomes. This publication, prepared for a conference held in Budapest, Hungary in June 2003, brings together original sociological research, evaluations of programme initiatives, and the first comparative cross-country household survey on ethnicity and poverty. It finds that Roma poverty is multi-faceted and can only be addressed by a inclusive policy approach which respects their diversity.
