This book contains the best papers of the 4th International Conference on E-business and Telecommunications (ICETE), which was held during July 28–31, 2007 in Barcelona, Spain. The conference reflects a continuing effort to increase the dissemination of recent research results among professionals who work in the areas of e-business and telecommunications. ICETE is a joint international conf- ence integrating four major areas of knowledge that are divided into four cor- sponding conferences: ICE-B (International Conference on e-Business), SECRYPT (International Conference on Security and Cryptography), WINSYS (International Conference on Wireless Information Systems) and SIGMAP (International Conf- ence on Signal Processing and Multimedia). The program of this joint conference included several outstanding keynote lectures presented by internationally renowned distinguished researchers who are experts in the various ICETE areas. Their keynote speeches contributed to the ov- all quality of the program and heightened the significance of the theme of the conference. The conference topic areas define a broad spectrum in the key areas of- business and telecommunications. This wide view has made it appealing to a global audience of engineers, scientists, business practitioners and policy experts. The papers accepted and presented at the conference demonstrated a number of new and innovative solutions for e-business and telecommunication networks and systems, showing that the technical problems in these fields are challenging, related and significant.
The modern telecommunications infrastructureâ€"made possible by research performed over the last several decadesâ€"is an essential element of the U.S. economy. The U.S. position as a leader in telecommunications technology, however, is at risk because of the recent decline in domestic support of long-term, fundamental telecommunications research. To help understand this challenge, the National Science Foundation asked the NRC to assess the state of telecommunications research in the United States and recommend ways to halt the research decline. This report provides an examination of telecommunications research support levels, focus, and time horizon in industry, an assessment of university telecommunications research, and the implications of these findings on the health of the sector. Finally, it presents recommendations for enhancing U.S. telecommunications' research efforts.
This edited book serves as a companion volume to the Seventh INFORMS Telecommunications Conference held in Boca Raton, Florida, March 7-10, 2004. The 18 papers in this book were carefully selected after a thorough re view process. The research presented within these articles focuses on the latest methodological developments in three key areas—pricing of telecommunica tions services, network design, and resource allocation—that are most relevant to current telecommunications planning. With the global deregulation of the telecommunications industry, effective pricing and revenue management, as well as an understanding of competi tive pressures are key factors that will improve revenue in telecommunica tions companies. Chapters 1-5 address these topics by focusing on pricing of telecommunications services. They present some novel ideas related to pricing (including auction-based pricing of network bandwidth) and modeling compe tition in the industry. The successful telecommunications companies of the future will likely be the ones that can minimize their costs while meeting customer expectations. In this context the optimal design/provisioning of telecommunication networks plays an important role. Chapters 6-12 address these topics by focusing on net work design for a wide range of technologies including SONET, SDH, WDM, and MPLS. They include the latest research developments related to the mod eling and solving of network design problems. Day-to-day management/control of telecommunications networks is depen dent upon the optimal allocation of resources. Chapters 13-18 provide insight ful solutions to several intriguing resource allocation problems.
Restrictions on foreign investment in U.S. telecommunications firms have harmed the interests of American consumers and investors, argues J. Gregory Sidak in this convincing study. Sidak shows why these restrictions, originally intended to protect America from the perils of wireless telegraphy by foreign agents, should be repealed. Basing his analysis on legislative history, statutory and constitutional interpretation, and finance and trade theory, Sidak shows that these restrictions no longer serve their national security purpose (if they ever did). Instead they deny American consumers lower prices and more robust innovation, hamper access of American investors to foreign telecommunications markets, and unconstitutionally impinge on freedom of speech. Sidak's study encompasses the Telecommunications Act of 1996, recent global mergers such as British Telecom-MCI, and the 1997 World Trade Organization agreement to liberalize trade in telecommunications services.

The classification of services in the digital economy proves critical for doing business, but it appears to be a particularly complex regulatory matter that is based upon a manifold set of issues. In the context of the General Agreement on Trade in Services (GATS), when the services classification scheme was drafted in the early 1990s, convergence processes had not unfolded yet and the internet was still in its infancy and not a reality in daily life. Therefore, policy makers are now struggling with the problem of regulating trade in electronic services and are in search of a future-oriented solution for classifying them in multilateral and preferential trade agreements. In late fall 2011, the authors of this study were mandated by the European Union, Delegation to Vietnam, in the context of the Multilateral Trade Assistance Project 3 (MUTRAP 3), to work out a report clarifying the classification of services in the information/digital economy and to assess the impact of any decision regarding the classifications on the domestic and external relations policy of Vietnam, as well as to discuss the relevant issues with local experts during three on-site visits.
