This study examines and evaluates the recent progress made in seven Asian countries (China, India, Japan, Philippines, the Republic of Korea, Singapore and Thailand) towards more effective and mutually reinforcing relations between universities and industries in the field of scientific and technological research and proposes a checklist for action to make these relationships even more effective from the broad perspective of the national economy. In particular, it highlights the mechanisms adopted by these Asian countries for technology transfer and pays particular attention to the use of the intellectual property system as an instrument for technology transfer from university to industry. While economic and historical situations are different across Asian countries and no simple solution can be found that is universally applicable throughout the region, it is the hope of the participants in this project that this document will provide some useful lessons and insights, and will thus be helpful to policy-makers who are concerned with evaluating the effectiveness of university- industry relations in their respective countries and identifying ways to improve them.

Recognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. These steps underscore the belief of these governments that the rising costs and risks associated with new potentially high-payoff technologies, their spillover or externality-generating effects and the growing global competition, require national R&D programs to support the innovations by new and existing high-technology firms within their borders. The National Research Council's Board on Science, Technology, and Economic Policy (STEP) has embarked on a study of selected foreign innovation programs in comparison with major U.S. programs. The "21st Century Innovation Systems for the United States and Japan: Lessons from a Decade of Change" symposium reviewed government programs and initiatives to support the development of small- and medium-sized enterprises, government-university- industry collaboration and consortia, and the impact of the intellectual property regime on innovation. This book brings together the papers presented at the conference and provides a historical context of the issues discussed at the symposium.
Since the early 1980s, universities in the United States have greatly expanded their patenting and licensing activities. The Congressional Joint Economic Committee, among other authorities, have argued that this surge contributed to the economic boom of the 1990s. And, many observers have attributed this trend to the Bayh-Dole Act of 1980. Using quantitative analysis and detailed case studies, this book tests that conventional wisdom and assesses the effects of the Act, examining the diverse channels through which commercialization has occurred over the 20th century and since the passage of the Act.

The third workshop of the Chemical Sciences Roundtable, Research Teams and Partnerships was held in Irvine, California, on May 2-3, 1999. The presentations and discussions at the workshop considered the current status of research partnerships in the chemical sciences and methods to improve the ability to form and maximize such collaborations. How do policymakers, businesses and civil society in India approach the challenge of climate change? What do they believe global climate negotiations will achieve and how? And how are Indian political and policy debates internalizing climate change? Relatively little is known globally about internal climate debate in emerging industrializing countries, but what happens in rapidly growing economies like India’s will increasingly shape global climate change outcomes. This Handbook brings together prominent voices from India, including policymakers, politicians, business leaders, civil society activists and academics, to build a composite picture of contemporary Indian climate politics and policy. One section lays out the range of positions and substantive issues that shape Indian views on global climate negotiations. Another delves into national politics around climate change. A third looks at how climate change is beginning to be internalized in sectoral policy discussions over energy, urbanization, water, and forests. The volume is introduced by an essay that lays out the critical issues shaping climate politics in India, and its implications for global politics. The papers show that, within India, climate change is approached primarily as a developmental challenge and is marked by efforts to explore how multiple objectives of development, equity and climate mitigation can simultaneously be met. In addition, Indian perspectives on climate negotiations are in a state of flux. Considerations of equity across countries and a focus on the primary responsibility for action of wealthy countries continue to be central, but there are growing voices of concern on the impacts of climate change on India. How domestic debates over climate governance are resolved in the coming years, and the evolution of India’s global negotiation stance are likely to be important inputs toward creating shared understandings across countries in the years ahead, and identify ways forward. This volume on the Indian experience with climate change and development is a valuable contribution to both purposes.

Over the last several decades there has been a growing interest in Research & Development (R&D) policy. This is particularly so in advanced industrialized nations that have adopted science- and technology- based strategies for national economic competitiveness. The United States, the United Kingdom, and Japan -- the three nations that are the subjects of this book -- share this policy strategy. Each of these nations is committed to hamessing the innovations that stern from scientific and technological advance to promote national economic prosperity. Governments can influence their nation's R&D efIort in three general ways. First, they can directly fund the R&D efIort through grants, loans, appropriations, or government contracts. Second, they can provide tax and financing incentives to encourage higher levels of private sector R&D. Third, they can use their power to create inter-organizational collaborations that vastly extend and expand the nation's collective R&D efIort. University-industry collaborations are a principal type of these inter organizational R&D efIorts -- and the focus of this book.
