In the extension of the Japanese empire in the 1930s and 1940s, technology, geo-strategy, and institutions were closely intertwined in empire building. The central argument of this study of the development of a communications network linking the far-flung parts of the Japanese imperium is that modern telecommunications not only served to connect these territories but, more important, made it possible for the Japanese to envision an integrated empire in Asia. Even as the imperial communications network served to foster integration and strengthened Japanese leadership and control, its creation and operation exacerbated long-standing tensions and created new conflicts within the government, the military, and society in general.

In 1859, the S.S. Great Eastern departed from England on her maiden voyage. She was a remarkable wonder of the nineteenth century: an iron city longer than Trafalgar Square, taller than Big Ben's tower, heavier than Westminster Cathedral. Her paddles were the size of Ferris wheels; her decks could hold four thousand passengers bound for America, or ten thousand troops bound for the Raj. Yet she ended her days as a floating carnival before being unceremoniously dismantled in 1889. Steamships like the Great Eastern occupied a singular place in the Victorian mind. This book explores the ways in which scientists, engineers and physicians worked directly and indirectly to support the creation of a new Japanese empire, focussing on the eve of World War I and linking their efforts to later post-war developments. By claiming status as a modern, internationally-engaged country, the Japanese government was faced with having to control pathogens that might otherwise not have threatened the nation. Through the use of traditional and innovative techniques, this volume shows how the government was able to fulfil the state’s responsibility to protect society to varying degrees. Historians in Commonwealth countries tend to view the end of British rule from a nationalist perspective. Canada and the End of Empire challenges this view and demonstrates the centrality of imperial history in Canadian historiography.
