Fiorenza Belussi, Giorgio Gottardi, and Enzo Rullani This volume collects some papers presented at the Vicenza conference "The Future of Districts", held in June 1999, organised by the Department of Technology and Management of Industrial Systems of the Faculty of Engineering of Padua University, with the collaboration of several engineers, industrial economists, and experts in the issue of technology management. This was the starting point of a long-lasting and painful colIective discussion, the results of which are documented here, during many meetings of this "itinerant" group, including the workshop in Padua, organised by Professor Luciano Pilotti and held in May 2001, "Systems, governance & knowledge within firm networks" at the Department of Economics of the University of Padua, and the recent international research seminar, held in May 2002, in Rome at the Tagliacarne Institute, within the EU sponsored project "Industrial districts' re location processes: identifying policies of EU enlargement West-East ID". The reason we decided to organise this book was not only to underline the importance of the industrial district (ID) model as a tool of propulsive local growth in a country like Italy. On the contrary, the idea that moved us was the theoretical dissatisfaction with the way in which the phenomenon of local development and industrial clustering of specific industries was treated in the international approach of the various disciplines.
Development scholars from the Netherlands, Germany, Australia, India, and Britain highlight examples of developing countries creating their own technology rather than, or often in conjunction with obtaining it from elsewhere, as is the usual practice. Several interesting results on the economics of industrial districts are collected in this book. The first part investigates over internal determinants of industrial district competitiveness looking at internal productivity, at patterns of innovation and at those factors which create a favorable industrial atmosphere. The second part of the book investigates over foreign competitiveness of industrial districts focusing on the performance of export and of other forms of internationalisation.

During the 1980s the Marshallian concept of industrial district (ID) became widely popular due to the resurgence of interest in the reasons that make the agglomeration of specialised industries a territorial phenomenon worth being analysed. The analysis of clusters and IDs has often been limited, considering only the local dimension of the created business networks. The external links of these systems have been systematically under-evaluated. This book offers a deep insight into the evolution of these systems and the internal-external mechanism of knowledge circulation and learning. This means that the access to external knowledge (information or R&D cooperative research) or to productive networks (global supply chains) is studied in order to describe how external knowledge is absorbed and how local clusters or districts become global systems. It provides a unified approach; showing that existing capabilities expand when locally embedded knowledge is combined with accessible external knowledge. In this view, external knowledge linkages reduce the danger of cognitive ‘lock-in’ and ‘over-embeddedness’, which may become important obstacles to local learning and innovation when technological trajectories and global economic conditions change. SME's are acknowledged as effective sources of jobs and incomes, gaining an important position in the development agenda, subsequently 'cluster' policies were conceived as a framework to augment the effects of SMEs and to optimize resources used to support them. Based on case studies from Brazil, Vietnam, Indonesia and India, this volume examines SME clusters and argues that unless they counteract common problems such as very low wages, poor working conditions, poor quality products and lack or environmental regulation, they will be pushed out of the market and so become unsustainable. This book suggests that the SME clusters currently being stretched should react by 'socially upgrading' in order to improve their innovation capacity, as well as social, environmental and labour standards. It puts forward conceptual frameworks which explain the way firms can upgrade: through markets, interaction among cluster members, through Corporate Social Responsibility and other such public policy, and through the better enforcement of regulation.
This book discusses the role of inclusive innovation for development in rural India. It uses the evidence of innovation in the context of skewed or limited livelihood options and multiple knowledge systems to argue that if inclusive innovation is to happen, the actors and the nature of the innovation system need reform. The book presents cases of substantive technological changes and institutional reforms enabling inclusive innovation in rural manufacturing, sustainable agriculture, health services, and the processes of technological learning in traditional informal networks, as well as in formal modern commodity markets. These cases offer lessons to enable learning and change within the state and formal science and technology (S&T) organizations. By focusing on these actors central to development economics and innovation systems framework, the book bridges the widening conceptual gaps between these two parallel knowledge domains, and offers options for action by several actors to enable inclusive innovation systems. The content is thus of value to a wide audience consisting of researchers, policy makers, NGOs and industry observers.
India initiated liberal economic reforms in 1991 to transform a slow-growing, state-led economy into an open, export-oriented industrialising economy. Though economic growth has accelerated, industrialisation has suffered from the manufacturing sector's share and labour intensive sectors failing to improve in India's exports. The government launched the Make in India initiative in 2015 aimed at raising the manufacturing sector's share in GDP to 25 percent, and to create an additional 100 million jobs by 2022. Though official estimates show an optimistic image of small scale industries, they do not explain why India failed to boost industrial production as expected of the reforms. Why did they fail to keep the domestic market, let alone expand exports? What would it take to meet the ambitious policy goals of the initiative? This book attempts to address these questions. It looks at a series of case studies of the small industry to obtain an in-depth understanding of specific industries and locations to draw meaningful conclusions.
