The National Aeronautics and Space Administration began its space flight program in October of 1958 by launching the 84-pound Pioneer I space probe. Scarcely a decade later, in July of 1969, NASA amazed the world by landing the first humans on the Moon. In the two decades that followed, however, the agency appeared to lose both its vigor and its creativity. Inside NASA explores how an agency praised for its planetary probes and expeditions to the Moon became noted for the explosion of the space shuttle Challenger and a series of other malfunctions. Using archival evidence as well as in-depth interviews with space agency officials, Howard McCurdy investigates the relationship between the performance of the U.S. space program and NASA's organizational culture. He begins by identifying the beliefs, norms, and practices that guided NASA's early successes. Originally, the agency was dominated by the strong technical culture rooted in the research-and-development organizations from which NASA was formed. To launch the expeditions to the Moon, McCurdy explains, this technical culture was linked to an organizational structure borrowed from the Air Force Ballistic Missile Program. Over time, however, changes imposed to accomplish the lunar expedition - as well as the normal aging process and increased bureaucracy in the government as a whole-altered NASA's original culture and eroded its technical strength. McCurdy observes that NASA's early success depended on a number of related characteristics: extensive testing, in-house technical capability, hands-on experience, exceptional people, stoic acceptance of risk and failure, and a frontier mentality. He concludes that, given the conditions ofmodern government, the performance of high-technology agencies like NASA inherently tends to decline. Inside NASA offers a revealing study of both organizational culture and bureaucratic aging.
Users have become an integral part of technology studies. The essays in this volume look at the creative capacity of users to shape technology in all phases, from design to implementation. Using a variety of theoretical approaches, including a feminist focus on users and use (in place of the traditional emphasis on men and machines), concepts from semiotics, and the cultural studies view of consumption as a cultural activity, these essays examine what users do with technology and, in turn, what technology does to users. The contributors consider how users consume, modify, domesticate, design, reconfigure, and resist technological development—and how users are defined and transformed by technology. The essays in part I show that resistance to and non-use of a technology can be a crucial factor in the eventual modification and improvement of that technology; examples considered include the introduction of the telephone into rural America and the influence of non-users of the Internet. The essays in part II look at advocacy groups and the many kinds of users they represent, particularly in the context of health care and clinical testing. The essays in part III examine the role of users in different phases of the design, testing, and selling of technology. Included here is an enlightening account of one company's design process for men's and women's shavers, which resulted in a "Ladyshave" for users assumed to be technophobes. Taken together, the essays in How Users Matter show that any understanding of users must take into consideration the multiplicity of roles they play—and that the conventional distinction between users and producers is largely artificial.

Since the late 1960s the Internet has grown from a single experimental network serving a dozen sites in the United States to a network of networks linking millions of computers worldwide. In Inventing the Internet, Janet Abbate recounts the key players and technologies that allowed the Internet to develop; but her main focus is always on the social and cultural factors that influenced the Internets design and use. The story she unfolds is an often twisting tale of collaboration and conflict among a remarkable variety of players, including government and military agencies, computer scientists in academia and industry, graduate students, telecommunications companies, standards organizations, and network users. The story starts with the early networking breakthroughs formulated in Cold War think tanks and realized in the Defense Department's creation of the ARPANET. It ends with the emergence of the Internet and its rapid and seemingly chaotic growth. Abbate looks at how academic and military influences and attitudes shaped both networks; how the usual lines between producer and user of a technology were crossed with interesting and unique results; and how later users invented their own very successful applications, such as electronic mail and the World Wide Web. She concludes that such applications continue the trend of decentralized, user-driven development that has characterized the Internet's entire history and that the key to the Internet's success has been a commitment to flexibility and diversity, both in technical design and in organizational culture.

A leading philosopher of technology calls for the democratic coordination of technical rationality with everyday experience. The technologies, markets, and administrations of today's knowledge society are in crisis. We face recurring disasters in every domain: climate change, energy shortages, economic meltdown. The system is broken, despite everything the technocrats claim to know about science, technology, and economics. These problems are exacerbated by the fact that today powerful technologies have unforeseen effects that disrupt everyday life; the new masters of technology are not restrained by the lessons of experience, and accelerate change to the point where society is in constant turmoil. In Between Reason and Experience, leading philosopher of technology Andrew Feenberg makes a case for the interdependence of reason—scientific knowledge, technical rationality—and experience. Feenberg examines different aspects of the tangled relationship between technology and society from the perspective of critical theory of technology, an approach he has pioneered over the past twenty years. Feenberg points to two examples of democratic interventions into technology: the Internet (in which user initiative has influenced design) and the environmental movement (in which science coordinates with protest and policy). He examines methodological applications of critical theory of technology to the case of the French Minitel computing network and to the relationship between national culture and technology in Japan. Finally, Feenberg considers the philosophies of technology of Heidegger, Habermas, Latour, and Marcuse. An influential scholar in science studies argues that innovation tames the insatiable and limitless curiosity driving science, and that society's acute ambivalence about this is an inevitable legacy of modernity. Curiosity is the main driving force behind scientific activity. Scientific curiosity, insatiable in its explorations, does not know what it will find, or where it will lead. Science needs autonomy to cultivate this kind of untrammeled curiosity; innovation, however, responds to the needs and desires of society. Innovation, argues influential European science studies scholar Helga Nowotny, tames the passion of science, harnessing it to produce “deliverables.” Science brings uncertainties; innovation successfully copes with them. Society calls for both the passion for knowledge and its taming. This ambivalence, Nowotny contends, is an inevitable result of modernity. In Insatiable Curiosity, Nowotny explores the strands of the often unexpected intertwining of science and technology and society. Uncertainty arises, she writes, from an oversupply of knowledge. The quest for innovation is society's response to the uncertainties that come with scientific and technological achievement. Our dilemma is how to balance the immense but unpredictable potential of science and technology with our acknowledgement that not everything that can be done should be done. We can escape the old polarities of utopias and dystopias, writes Nowotny, by accepting our ambivalence—as a legacy of modernism and a positive cultural resource.
