Bottlenecker (n): a person who advocates for the creation or perpetuation of government regulation, particularly an occupational license, to restrict entry into his or her occupation, thereby accruing an economic advantage without providing a benefit to consumers. The Left, Right, and Center all hate them: powerful special interests that use government power for their own private benefit. In an era when the Left hates “fat cats” and the Right despises “crony capitalists,” now there is an artful and memorable one-word pejorative they can both get behind: bottleneckers. A “bottlenecker” is anyone who uses government power to limit competition and thereby reap monopoly profits and other benefits. Bottleneckers work with politicians to constrict competition, entrepreneurial innovation, and opportunity. They thereby limit consumer choice; drive up consumer prices; and they support politicians who willingly overstep the constitutional limits of their powers to create, maintain, and expand these anticompetitive bottlenecks. The Institute for Justice’s new book Bottleneckers coins a new word in the American lexicon, and provides a rich history and well-researched examples of bottleneckers in one occupation after another—from alcohol distributors to taxicab cartels—pointing the way to positive reforms.
The vehicle for hire (VFH) market – broadly comprising taxis, limousines, and app-based transport – has faced multiple and significant changes over the years, with the period since 2010 a time of major upheaval. This book documents the development of the market over time, examining its regulation and control structures, exploring its history, trends, and market theories, and discussing how these are both promoted and challenged by the changes affecting the sector. This book reviews recent developments in the VFH industry, from the influx of new market entrants and the emergence of app-based services to their widespread use, comparing international markets and their regulation, and draws on a series of case studies in key locations in North America, Europe, and Asia. It establishes and details economic, market, social, and political theory affecting the VFH industry and devotes its second half to the definition and emergence of transport typologies and markets in which the sector has a role (or potential role). The book concludes, from a neutral standpoint, on the balance between market participants, addressing the immediate future facing the industry, including the impacts of Covid and other external factors. It considers the short- and long-term effects of market change, the role played by regulators, and the market conditions imposed upon them. Written for industry practitioners – both suppliers and regulators – as well as the academic community, this book will inform the community and prompt further analysis of a significant and growing field in transportation.
The first part documents the results of a national survey of the types of public transit services being provided by private-for-hire vehicles (PHVs). The second part of the report summarizes eight case studies and draws conclusions from the analysis of these case studies. The case study sites are Ann Arbor, Michigan; DuPage County, Illinois; Houston, Texas; Los Angeles, California; Montgomery County, Maryland; Portland, Oregon; Seattle, Washington; and the state of Wisconsin.
This is the first international book of the Women in Antitrust Network and we could not be more grateful for the opportunity to carry out this project and happier with the result. The ambition to organize a book written by women from different countries and nationalities rose from the success of the national book "Mulheres no Antitruste", which is already in its 6th edition, as well as from the WIA's dream of expanding the reach of its projects and introducing them to women from antitrust academic community outside Brazil. Aiming to understand and pursue the most recent discussions on Antitrust Law in different jurisdictions, we invited brilliant authors to contribute with unpublished articles about topics they considered most relevant and pertinent. Furthermore, in order to cover even more recent topics, with subjects still under discussion, we included a section in the book dedicated to shorter and already published articles and papers in order to make the book updated and informative. Thus, the WIA Network's first international book brings new and relevant contributions to the academic antitrust community, while highlighting recent discussions, which can encourage readers to develop new studies and research. The authors were selected amongst women who are dedicated to understanding and resolving relevant issues of Antitrust Law and were essential to the achievement of this project. To this end, this book went through a long process, taking two years of dedication from the WIA Academic Coordination. We have selected the invited authors, sent the invitations, organized the agendas to meet the authors' deadlines, chosen the articles already published – which make up the Session 2 of the book – and, finally, analyzed, reviewed, and edited the articles.
