Under its Health in Africa Initiative, IFC intended to conduct a country assessment of the private health sector in Mali, working in close collaboration with the World Bank and the Government of Mali. The Core objective of the Mali Country Assessment Report was to work closely with the Government of Mali and Development partners to develop recommendations for a reform program to strengthen the existing policy framework for the public-private interface in the health sector and to improve the delivery of health related goods and services for all Malians. As part of this, the purpose of the book was to: • Determine the role the private sector currently plays in Mali’s health care system. • Present a diagnose of the nature and effectiveness of the existing interface between the public and private sectors in Mali, health system constraints, as well as the business enabling and investment environment. • Assist the World Bank Group to engage in policy dialogue with stakeholders in Mali’s health care system, and particularly with public officials and policy makers; and help develop detailed recommendations for the Government of Mali with policy makers and key stakeholders.
This report identifies lessons from Tanzania's development experience over the past four decades, and assesses how a higher sustained growth and a better livelihood for its citizens in the future can be achieved. The background papers: review and evaluate the country's growth and poverty reduction performance; highlight the strategic and institutional imperatives needed for developing sustained growth and reducing poverty; and consider the development of the private sector and its increased role in the growth and modernisation of the Tanzanian economy.
Seeds are at the heart of a transformation process that affects more than two billion people worldwide. This study on smallholder farmers in Tanzania examines how local seed systems are anchored in the socio-cultural structures of smallholder life worlds. Using the example of seeds, the close interweaving of agricultural and social practice is traced and it is worked out how individual processes of modernisation brought in from outside have far-reaching consequences for smallholder coexistence. The study provides a concrete, detailed and differentiated account of everyday farming life and of how smallholder households deal with seeds. A particular focus is on seed exchange relationships and how these provide both social security and social cohesion in the study region. The study is based on extensive field research and intensive interviews with farmers, who also have their own say in the work.
Far reaching macro-economic and structural reforms combined with increases in government spending have been the primary drivers of Tanzania's growth acceleration. As growth in government spending slows, the locomotive for growth will need to shift to increased demand for exports and domestically produced goods, requiring Tanzania to strengthen substantially its international competitiveness, accelerate structural change, and safeguard the environment while maintaining macroeconomic stability. For Tanzania's poor to be able to participate and benefit from important growth, a greater focus on rural development, improved governance of the management of Tanzania's natural resources, and better targeting of social services to the poor is suggested. Successful design and implementation of a shared growth strategy will also require a strengthening of policy management and coordination in Tanzania to ensure that scarce human and financial resources are effectively deployed.
The Covid-19 pandemic has aggravated the tension between large development needs in infrastructure and scarce public resources. To alleviate this tension and promote a strong and job-rich recovery from the crisis, Africa needs to mobilize more financing from and to the private sector.
Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.
