This report provides a global assessment and outlook on wildfire risk in the context of climate change. It discusses the drivers behind the growing incidence of extreme wildfires and the attribution effect of climate change.
Damaging wildfires in many parts of the world in recent years have prompted an increase in demand for technical support for integrated fire management. As part of the response, FAO and the UN Environment Programme (UNEP) established the Global Fire Management Hub (Fire Hub), which was launched at the 8th International Wildland Fire Conference in May 2023. The aim of the Fire Hub is to strengthen the capacity of countries to implement integrated fire management and reduce the negative effects of wildfires on people, landscapes and the global climate. One of the Fire Hub’s first activities was to update FAO’s Fire Management Voluntary Guidelines: Principles and strategic actions, which was first published in 2006, to guide implementation of integrated fire management at the landscape level, enhance best fire-management practices, including cultural practices for sustainable land use, and engage diverse stakeholders. This second edition of the guidelines, now titled, Integrated Fire Management Voluntary Guidelines: Principles and strategic actions, benefited from contributions from the Global Fire Monitoring Center (GFMC), the International Liaison Committee of the International Wildland Fire Conferences, and Regional Fire Management Resource Centers of the GFMC’s Global Wildland Fire Network. In addition, FAO engaged with experts in countries and specialized partner institutions for insights into new developments and solutions in integrated fire management.
The Climate Action Monitor is a key publication of the International Programme for Action on Climate (IPAC). It provides a synthesis of climate action and progress towards net-zero targets for 51 OECD and OECD partner countries. This year's edition presents a summary of information on greenhouse gas emissions, an assessment of climate-related hazards and recent trends in climate action. Directed towards policymakers and practitioners, the findings suggest that without increased ambition and a significant expansion in national climate action, countries will not be able to meet the net-zero challenge.

This is reinforced by a dynamic market-based economy, highly skilled workforce and prudent macroeconomic policies. Yet, slowing growth amid continued price pressures pose challenges. A tight monetary policy is necessary to ensure that inflation remains durably within the central bank’s target range. Although a broadly neutral fiscal stance is warranted in the short term, longer-term fiscal pressures call for structural reform to counter rising cost of ageing and to support the green transition. As governments grapple with environmental and digital transitions and an erosion of trust in public institutions, bold action is needed to build people’s trust and strengthen democracy. To this end, the OECD launched its Reinforcing Democracy Initiative in 2022. This report offers an overview of collective progress made in OECD countries across the five pillars of the Initiative and their respective action plans: combatting mis‐ and disinformation; enhancing participation, representation, and openness in public life, including a focus on gender equality; stronger open democracies in a globalised world; governing green; and digital democracy. In each of these areas, the report provides recent cross‐country indicators of progress (when available) and highlights best practices from countries. The report draws on OECD and other data to assess progress, including the 2024 results of the OECD Survey on the Drivers of Trust in Public Institutions. It also identifies gaps in action and points to a set of common priorities for moving forward together.
