Network diasporas are but the latest bridge connecting developing economy insiders, with their risk-mitigating knowledge and connections, to outsiders in command of technical know-how and investment capital. Global talent has never been more mobile or sought after. Fast-paced economic growth in Southeast Asia from the late 1960s until the mid-1990s brought increased attention to the overseas Chinese as an economically successful diaspora and their role in this economic growth. Events that followed, such as the transfer of Hong Kong and Macau to the People''s Republic of China, the election of a non-KMT government in Taiwan, the Asian economic crisis and the plight of overseas Chinese in Indonesia as a result, and the durability of the Singapore economy during this same crisis, have helped to sustain this attention. The study of the overseas Chinese has by now become a global enterprise, raising new theoretical problems and empirical challenges. New case studies of overseas Chinese, such as those on communities in North America, Cuba, India, and South Africa, continually unveil different perspectives. New kinds of transnational connectivities linking Chinese communities are also being identified. It is now possible to make broader generalizations of a Chinese diaspora, on a global basis. Further, the intensifying study of the overseas Chinese has stimulated renewed intellectual vigor in other areas of research. The transnational and transregional activities of overseas Chinese, for example, pose serious challenges to analytical concepts of regional divides such as that between East and Southeast Asia. If well managed, migration generates benefits for migrants, their countries of origin and the countries they settle in. For migrants, it can help them expand their skill sets and improve their standard of living. For destination countries, it can alleviate demographic pressures and foster cultural diversity. For origin countries, it can bring benefits associated with remittances and knowledge transfers. However, in reality, these benefits are rarely achieved, as migration policy failures frequently lead to suboptimal or even negative outcomes. Realizing the full potential of migration therefore demands we foster a paradigm shift toward the fair management of migration. Fair migration is driven by the desire to achieve a triple-win for migrants, destination countries and origin countries. In addition to outlining the key challenges and opportunities associated with fair migration, this volume examines the good practices of a variety of countries and institutions which highlight aspects of fair migration. The volume concludes with policy recommendations for effective and fair migration policymaking at the national and international levels. As the global economic crisis ripples across the financial, political and social landscape, it is leaving its mark on international migration. The recession, hailed as the worst since the Great Depression, is impacting the scope and pace of international migration and its effects could deepen should the world economy worsen. Governments, businesses and individuals have all felt the damaging consequences of the global downturn, which has shaken confidence in established institutions. The crisis is driving some policymakers and analysts in Europe and North America to re-think their assumptions about labor migration. Yet while policymakers face exceptionally strong popular and political outcry to protect jobs at home, they face mid-term demographic challenges. These two opposing policy pressures require responses that will not only help ease the current economic crisis, but will also secure the long-term prosperity of these regions. This book reflects the effort of the Transatlantic Council on Migration to map how profound demographic change is likely to affect the size and character of global migration flows; and how governments can shape immigration policy in a world increasingly attuned to the hunt for talent.
