This study provides a detailed study of the fishing nation of Taiwan at a regional and local level in order to address the lack of academic research into the Taiwanese fishing industry in comparison to other nations. Over three stages of analysis it identifies the reasons for the rise and decline of Taiwanese distant-water fisheries. The first stage examines the broader historical background, government policy, and birth of the Taiwanese fishing industry. The second explores the industry at a national level, analysing the relationships between fishing, government, military, and ancillary industries. The third approach narrows the scope to individual fishing communities and explores the working lives and cultural habits of the fishermen. The major focus is the port of Kaohsiung and how it became the major supply base for the fishing industry. It explores Taiwan’s relationship with Japan and the postwar decline due to Japan’s losses in the Second World War. Finally, it considers the development of Taiwanese colonial and postwar fishing policies. It concludes that modern fishing techniques were introduced from Japan, and emboldened Taiwanese fisherman to risk entering remote and foreign waters. The author suggests that further research into Taiwan take would help scholars better understand the history of distant-fisheries. The journal consists of nine chapters, an introduction and conclusion, a list of interviewees, and a bibliography of English and Chinese-language sources.
The waters of the Indo-Pacific were at the centre of the global expansion of marine capture fisheries in the twentieth century, yet surprisingly little has been written about this subject from a historical perspective. This book, the first major study of the history of fishing in Asia and Oceania, presents the case-studies completed through the History of Marine Animal Populations (HMAP) initiative. It examines the marine environmental history and historical marine ecology of the Indo-Pacific during a period that witnessed the dramatic escalation of industrial fishing in these seas.
Huge quantities of natural resources are illegally harvested and their proceeds laundered in the Asia-Pacific region, fostering corruption and undermining environmental governance. Most illegal exploitation and pollution occurs in countries with poor governance capacities, but much of the sale for profit and money laundering occurs in mature markets with well-developed governance capacities. Their asymmetrical enforcement capacities can complement each other. This book explores ways to combat illegal fishing and logging in Asia-Pacific region by the use of cooperative legal measures, particularly anti-money laundering and confiscation of proceeds techniques. Contributors to this volume cover themes including: the nature of transnational environmental crime; patterns in laundering of illicit fish and forest products; networks for distribution of illicit products; weaknesses in current systems for assurance of the legality of products; and international legal cooperation to enforce anti-money laundering laws in relation to illicit products. In considering these topics the book explores how the innovative use of anti-money laundering measures and the seizure of criminal proceeds can as policy options to combat transnational fishery and forestry crimes. The book will be of keen interest to scholars and students of environmental law and criminal law, and excellent use for practitioners in natural resources conservation law.

This book is a collection of sixty interviews with key figures in British shipbuilding, ship repair, and marine engine-building industries across the United Kingdom, plus government and civil service members in the sector from the 1960s to the 1980s. The aim of the project is to understand the economic, social, and political environment of the shipping industry from the perspective of those who worked in it. The interviews place the twentieth century decline of British shipbuilding into a firm context. The topics covered include international competition (a recurring, pertinent theme); labour difficulties; industry modernisation; the attitude of shipowners; the strong belief in traditional methods which kept many of those in the industry from recognising the cheaper, faster, and better quality work taking place overseas and leaving Britain behind; ship production and production control; the postwar boom; shipyard overcrowding; the decline of the domestic industry in favour of the international; marketing weaknesses; trade disputes and trade unions; and nationalisation and privatisation concerns. Opinions and viewpoints often conflict, particularly between the perspectives of those working within the industry and the civil servants working outside of it, but the interviews are presented as a unit, and the reader is encouraged to draw their own conclusion. The result is a unique historical archive that offers a multitude of firsthand perspectives on the British shipping decline, open to interpretation by historians and future researchers. It includes a preface, introduction, and select bibliography. The interviews are grouped together by location and role.
This open access book presents multidisciplinary research on the cultural history, ethnic connectivity, and oceanic transportation of the ancient Indigenous Bai Yue (百越) in the prehistoric maritime region of southeast China and southeast Asia. In this maritime Frontier of China, historical documents demonstrate the development of the “barbarian” Bai Yue and Island Yi (岛夷) and their cultural interaction with the northern Huaxia (华夏) in early Chinese civilization within the geopolitical order of the “Central State-Four Peripheries Barbarians-Four Seas”. Archaeological typologies of the prehistoric remains reveal a unique cultural tradition dominantly originating from the local Paleolithic age and continuing to early Neolithization across this border region. Further analysis of material culture from the Neolithic to the Early Iron Age proves the stability and resilience of the indigenous cultures even with the migratory expansion of Huaxia and Han (汉) from north to south. Ethnographical investigations of aboriginal heritage highlight their native cultural context, seafaring technology and navigation techniques, and their interaction with Austronesian and other foreign maritime ethnicities. In a word, this manuscript presents a new perspective on the unique cultural landscape of indigenous ethnicities in southeast China with thousands of years’ stable tradition, a remarkable maritime orientation and overseas cultural hybridization in the coastal region of southeast China.
The Darwin Elasmobranch Biodiversity Conservation and Management project in Sabah held a three-day international seminar that included a one-day workshop in order to highlight freshwater and coastal elasmobranch conservation issues in the region and worldwide, to disseminate the result of the project to other Malaysian states and countries, and to raise awareness of the importance of considering aspects of elasmobranch biodiversity in the context of nature conservation, commercial fisheries management, and for subsistence fishing communities. These proceedings contain numerous peer-reviewed papers originally presented at the seminar, which cover a wide range of topics, with particular reference to species from freshwater and estuarine habitats. The workshop served to develop recommendations concerning the future prospects of elasmobranch fisheries, biodiversity, conservation and management. This paper records those conclusions, which highlight the importance of elasmobranchs as top marine predators and keystone species, noting that permanent damage to shark and ray populations are likely to have serious and unexpected negative consequences for commercial and subsistence yields of other important fish stocks.
"These guidelines aim to help those who design routine data collection programmes, focusing on the relationship between typical questions asked by policy-makers and managers, and the data required for providing reliable answers. Fisheries policy and management objectives, particularly under the precautionary approach, need to be based upon analyses of reliable data. Data are needed to make rational decisions, evaluate the fisheries performance in relation to management activities and fulfil regional requirements. These objectives are achieved using fishery performance indicators. Indicators are used to measure the state of the resource, the performance of fishing controls, economic efficiency, socio-economic performance and social continuity. The primary factor in choosing what data to collect is the link between the necessary operational, biological, economic and socio-cultural indicators and their associated variables. The way in which different data variables are collected needs tobe tailored to the structure of the fishery. The strategy will be strongly influenced by the budget and personnel available, and the degree to which fishers and others co-operate. The programme must identify which variables should be collected through complete enumeration and which can be sampled. Collection methods are influenced by the variable itself, the strategy, collection point and the skill of the enumerator. Once collected, fishery data must be stored securely, but made easily available for analysis, which is achieved through a computer-based data management system, following the basic data processing principles. The implementation of a data collection programme should follow a normal project cycle, developing a new legal and institutional framework as appropriate"--Abstract.
