Unlike many other trans-boundary policy areas, international migration lacks coherent global governance. There is no UN migration organization and states have signed relatively few multilateral treaties on migration. Instead sovereign states generally decide their own immigration policies. However, given the growing politicisation of migration and the recognition that states cannot always address migration in isolation from one another, a debate has emerged about what type of international institutions and cooperation are required to meet the challenges of international migration. Until now, though, that emerging debate on global migration governance has lacked a clear analytical understanding of what global migration governance actually is, the politics underlying it, and the basis on which we can make claims about what 'better' migration governance might look like. In order to address this gap, the book brings together a group of the world's leading experts on migration to consider the global governance of different aspects of migration. The chapters offer an accessible introduction to the global governance of low-skilled labour migration, high-skilled labour migration, irregular migration, lifestyle migration, international travel, refugees, internally displaced persons, human trafficking and smuggling, diaspora, remittances, and root causes. Each of the chapters explores the three same broad questions: What, institutionally, is the global governance of migration in that area? Why, politically, does that type of governance exist? How, normatively, can we ground claims about the type of global governance that should exist in that area? Collectively, the chapters enhance our understanding of the international politics of migration and set out a vision for international cooperation on migration.
This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development.
This publication gathers the papers presented at the “OECD-EU dialogue on mobility and international migration: matching economic migration with labour market needs” (Brussels, 24-25 February 2014), a conference jointly organised by the European Commission and the OECD.
The Many Faces of Global Migration report is an introduction to what Gallup has unearthed by asking migrants and potential migrants worldwide about their lives. The data presented in this report are based on Gallup’s ongoing World Poll surveys in more than 150 countries, territories and regions and more than 750,000 interviews since 2005. As such, these findings provide an unprecedented look at the different push-and-pull factors that influence migration, the experiences of those who desire to migrate to other countries permanently or temporarily for work, those who are planning to go, those who are preparing to go, those who have already left, and those who have returned home – and what this means for governments, intergovernmental and non-governmental organizations, and other stakeholders.
This volume uses recent research from the World Bank to document and analyze the bidirectional relationship between poverty and migration in developing countries. The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

Diasporas play an increasingly prominent role in discussions on foreign assistance and development policy. Governments of migrant-sending countries are working to attract both the talents and resources of emigrants and their descendants while governments of aid-sending countries hope to improve the outcomes of development assistance by engaging the talents and expertise of diasporas. Independently of governments, many diaspora groups or individuals recognize profitable opportunities in their homelands or contribute their time, talents, and resources to improving the quality of life there. This volume examines the development impact of diasporas in six critical areas: entrepreneurship, capital markets, "nostalgia" trade and "heritage" tourism, philanthropy, volunteerism, and advocacy. It is the result of research commissioned by the U.S. Agency for International Development's Office of Poverty Reduction, Diaspora Networks Alliance. Contributors include Roberto Munster, Hiroyuki Tanaka, Carlyanna Taylor, and Aaron Terrazas.
Greater mobility and migration have brought about unprecedented levels of diversity that are transforming communities across the Atlantic in fundamental ways, sparking uncertainty over who the "we" is in a society. As publics fear loss of their national identity and values, the need is greater than ever to reinforce the bonds that tie communities together. Yet, while a consensus may be emerging as to what has not worked well, little thought has been given to developing a new organizing principle for community cohesion. Such a vision needs to smooth divisions between immigration's "winners and losers," blunt extremism, and respond smartly to changing community and national identities. This volume will examine the lessons that can be drawn from various approaches to immigrant integration and managing diversity in North America and Europe. The book delivers recommendations on what policymakers must do to build and reinforce inclusiveness given the realities on each side of the Atlantic. It offers insights into the next generation of policies that can (re)build inclusive societies and bring immigrants and natives together in pursuit of shared futures.
The Seminar on Health and Migration was initiated in recognition of the need to assess the public health implications of increasingly mobile populations, and to integrate health policies into migration management strategies. This publication details the broad range of issues discussed during the seminar including: the use of pre-departure health assessments; the need to address the mental health of migrants; healthcare access for irregular migrants; and the migration of healthcare workers. It also sets out the main challenges and areas for policy reform, such as the need for programme support, local capacity building, information-sharing and communication of best practices.
Many low-income countries and development organizations are calling for greater liberalization of labor immigration policies in high-income countries. At the same time, human rights organizations and migrant rights advocates demand more equal rights for migrant workers. The Price of Rights shows why you cannot always have both. Examining labor immigration policies in over forty countries, as well as policy drivers in major migrant-receiving and migrant-sending states, Martin Ruhs finds that there are trade-offs in the policies of high-income countries between openness to admitting migrant workers and some of the rights granted to migrants after admission. Insisting on greater equality of rights for migrant workers can come at the price of more restrictive admission policies, especially for lower-skilled workers. Ruhs advocates the liberalization of international labor migration through temporary migration programs that protect a universal set of core rights and account for the interests of nation-states by restricting a few specific rights that create net costs for receiving countries. The Price of Rights analyzes how high-income countries restrict the rights of migrant workers as part of their labor immigration policies and discusses the implications for global debates about regulating labor migration and protecting migrants. It comprehensively looks at the tensions between human rights and citizenship rights, the agency and interests of migrants and states, and the determinants and ethics of labor immigration policy.
