This book examines the unfolding of the Syrian refugee crisis in relation to the spillover of the Syrian civil war in Lebanon and against the background of Lebanon–Syria relations and Lebanon’s socio-political, cultural, legal, and economic conditions. It surveys Lebanon’s response plans to the refugee crisis as part of the development of the international response plans to address the protection and needs of the Syrian refugees and Palestinian refugees from Syria, as well as the impacted host communities and institutions. At the same time, this book emphasizes the dramatic shift in popular and institutional attitudes towards the refugees as a response to and as a growth of the sheer magnitude of the refugee crisis, which made Lebanon the only country in modern history with the highest per capita concentration of refugees in the world. By examining these attitudes against the background of achievements and failures of the response plans, the impact of the crisis on state institutions on the local and national levels, and the collective consciousness of a nation barely surviving the scars of its civil war, this book not only underscores the deepening tragedy of Syrian and Palestinian refugees in Lebanon, but also the consequential tragedy of many Lebanese, who have been forced into poverty and whose livelihoods have been affected by insecurity and the almost complete collapse of social services. As a result, the tragedy of the Syrian refugee crisis has become an international crisis affecting vulnerable persons across nationalities, and, unless it is addressed diplomatically and its response plans sufficiently funded, the tragedy will only deepen across continents.
This book provides an intimate picture of Lebanon, exploring the impacts of the Arab uprisings of 2011 which are deeply affecting Lebanese politics and society. The book examines Lebanon’s current issues and its deep sectarian divisions, as well as the ways in which it still seems able to find some adaptation paths to face the many challenges left by its regional sectarian and political polarization. Authors delve into border regions, Syrian refugees, the welfare state, the Lebanese Army, popular mobilisations in 2011 and the two main communities, the Sunnis and the Shia. Built on various fieldwork researches, the volume explores each of the topics through the lenses of identification building processes, the re-ordering of social and/or political relations, and the nationhood symbols and meanings.
This edited volume investigates the political and socioeconomic impact of the Syrian refugee crisis on Lebanon and Jordan, and these countries’ mechanisms to cope with the rapid influx of refugees. The sudden population increase has resulted in severe pressures on infrastructures and services, as well as growing social tensions between the refugees and host communities. These chapters use a transdisciplinary approach to analyse the repercussions of the humanitarian tragedy at three different levels: 1) the changing governmental policies of the two countries towards the crisis; 2) the different perceptions of the Jordanian and Lebanese local communities on the Syrian refugees; and 3) the role played by NGOs and the civil society in both countries in dealing with protracted humanitarian emergencies.
For almost nine decades, since their mass-resettlement to the Levant in the wake of the Genocide and First World War, the Armenian communities of Lebanon and Syria appear to have successfully maintained a distinct identity as an ethno-culturally diverse group, in spite of representing a small non-Arab and Christian minority within a very different, mostly Arab and Muslim environment. The author shows that, while in Lebanon the state has facilitated the development of an extensive and effective system of Armenian ethno-cultural preservation, in Syria the emergence of centralizing, authoritarian regimes in the 1950s and 1960s has severely damaged the autonomy and cultural diversity of the Armenian community. Since 1970, the coming to power of the Asad family has contributed to a partial recovery of Armenian ethno-cultural diversity, as the community seems to have developed some form of tacit arrangement with the regime. In Lebanon, on the other hand, the Armenian community suffered the consequences of the recurrent breakdown of the consociational arrangement that regulates public life. In both cases the survival of Armenian cultural distinctiveness seems to be connected, rather incidentally, with the continuing 'search for legitimacy' of the state.
This volume examines Lebanon’s post-2011 security dilemmas and the tenuous civil-military relations. The Syrian civil war has strained the Lebanese Armed Forces’ (LAF) cohesion and threatens its neutrality – its most valued assets in a divided society. The spill-over from the Syrian civil war and Hezbollah’s military engagement has magnified the security challenges facing the Army, making it a target. Massive foreign grants have sought to strengthen its military capability, stabilize the country and contain the Syria crisis. However, as this volume demonstrates, the real weakness of the LAF is not its lack of sophisticated armoury, but the fragile civil–military relations that compromise its fighting power, cripple its neutrality and expose it to accusations of partisanship and political bias. This testifies to both the importance of and the challenges facing multi-confessional armies in deeply divided countries.
The abduction of Western citizens by Hizb'Allah was motivated either by internal organisational requirements or in alignment with Syrian and Iranian interests, and mechanisms for the resolution of the hostage-crisis were subject to continuous interaction between Hizb'Allah, Iran, and Syria influenced by internal Lebanese, regional, and international events. The Western responses to the hostage-crisis showed limited effectiveness as the crisis management techniques were poorly adjusted in timing and direction to the actual crisis environment. With the exception of the French response, the overall employment of Western crisis management techniques showed disregard for the opportunities and constraints in the fluctuating relationship between Syria and Iran as well as the political environment within Lebanon which the Hizb'allah operates and exists. This was clear by their failure to rely on either Iran or Syria as the only channel in negotiations over hostages without regard to their individual ability to exert its influence over the Lebanese movement in accordance with shifts in their ties to Hizb'allah's command leadership between 1987-1991 and to the status of the Iranian-Syrian relationship over time, as displayed by the friction between 1986-92. This study provides a new approach in the study of terrorism by merging a case-study of the dynamics of the Lebanese hostage-crisis with an evaluation of Western responses through crisis management techniques in order to more closely resolve the dilemma of the fulfilment of these states' duty to protect their citizens taken hostage abroad, without major sacrifices in the conduct of foreign policy.

They were greeted by vendors and sunbathers. Fortunately, the rest of their mission—helping to end Lebanon's first civil war—went nearly as smoothly and successfully, thanks in large part to the skillful work of American diplomats who helped arrange a compromise solution. Future American interventions in the region would not work out quite as well. Bruce Riedel's new book tells the now-forgotten story (forgotten, that is, in the United States) of the first U.S. combat operation in the Middle East. President Eisenhower sent the Marines in the wake of a bloody coup in Iraq, a seismic event that altered politics not only of that country but eventually of the entire region. Eisenhower feared that the coup, along with other conspiracies and events that seemed mysterious back in Washington, threatened American interests in the Middle East. His action, and those of others, were driven in large part by a cast of fascinating characters whose espionage and covert actions could be grist for a movie. Although Eisenhower's intervention in Lebanon was unique, certainly in its relatively benign outcome, it does hold important lessons for today's policymakers as they seek to deal with the always unexpected challenges in the Middle East. Veteran analyst Bruce Reidel describes the scene as it emerged six decades ago, and he suggests that some of the lessons learned then are still valid today. A key lesson? After fifteen years of reconstruction in a relatively peaceful environment spanning the years 1990 to 2004, Lebanon has experienced successive violent political events resulting from complex entangled internal and external struggles. The Syrian crisis and its political, economic and demographic consequences on Lebanon have increased these tensions. This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. It includes analyses of internal population flows, the Lebanese diaspora, and the assessment of Syrian refugees’ influx. The third chapter shows the fragility of the Lebanese economic model. Its dependency on foreign investments and on the remittances of the diaspora, as well as the deadlocks of industry and agriculture, which aggravate social imbalances. The fourth chapter is an assessment of urbanization in the country, which has increased by 80% in surface in twenty years at the expense of natural spaces and agriculture. The shore is highly coveted and widely artificialized and damaged. Multiple signs of environmental degradation are examined in chapter five. They seem to announce the global climate change and its local effects. In addition to that, there is a direct link between massive urbanization and many risks, measured and mapped in an increasingly detailed way. Chapter six tackles the dysfunctional public services that exploit natural resources: water and energy supply, both marked by massive shortages, and the management of solid waste hit by a serious crisis.
