Marine mammals command a high level of public attention, reflected in specific legislation for their protection and management in many countries. They also present particular challenges to ecologists and conservation biologists. They are mostly difficult to observe, they occupy an environment that is vast in its three dimensional extent, there are often perceived conflicts between marine mammals and people, and furthermore several species are now close to extinction. Marine mammals have some intriguing features in their biology - the ability to dive to crushing depths, to perform breath-hold dives that defy our current understanding of mammalian physiology, and many have an ability to hunt down prey using sophisticated sonar that we are only just beginning to understand. Many species also have complex social structures. We still have much to learn about these extraordinary animals so a comprehensive and authoritative overview of current methodology is now timely. The intention of this book is both to summarize the state-of-the-art and to encourage innovation and further progress in this research field.
The Draft EIS provides decision-makers and the public with an evaluation of the environmental, social, and economic effects of alternative harvest strategies for the federally managed groundfish fisheries in the Gulf of Alaska (GOA) and the Bering Sea and Aleutian Islands (BSAI). The EIS examines alternative harvest strategies that comply with Federal regulations, the Fishery Management Plans for the GOA and BSAI groundfish fisheries, and the Magnuson-Stevens Act. The harvest strategies are applied to the best available scientific information to derive the total allowable catch for the groundfish fisheries.
In 1995, the National Academy of Engineering initiated the Frontiers of Engineering Program, which brings together about 100 young engineering leaders at annual symposia to learn about cutting-edge research and technical work in a variety of engineering fields. The 2009 U.S. Frontiers of Engineering Symposium was held at The National Academies' Arnold O. and Mabel Beckman Center on September 10-12. Speakers were asked to prepare extended summaries of their presentations, which are reprinted in this volume. The intent of this book is to convey the excitement of this unique meeting and to highlight cutting-edge developments in engineering research and technical work.
Protected marine species have populations that are depleted, decreasing, or are at-risk of extinction or local extirpation. As of 2015 The International Union for the Conservation of Nature, a global environmental organization, lists approximately 737 marine species worldwide that are considered at risk of extinction. Many are provided legal protection through national laws requiring research and management measures aimed at recovering and maintaining the species at a sustainable population level. Integral to the policy decision process involving the management and recovery of marine species is the consideration of trade-offs between the economic and ecological costs and benefits of protection. This suggests that economics, at its core the study of trade-offs, has a significant role. In the U.S. a somewhat traditional use of economics in protected species research and management has involved cost minimization or cost-effectiveness analyses to help select or prioritize conservation actions. Economic research has also provided estimates of public non-market benefits of recovering species, which can be used in larger management frameworks such as ecosystem based management and coastal and marine spatial planning. Inherent in much of this research, however, are complex biological and ecological relationships in which varying degrees of scientific uncertainty are present. Addressing this type of uncertainty can affect the economic outcomes related to protected species. For example, recent work suggests that increasing scientific precision in biological sampling and models can greatly affect the magnitude of economic benefits to commercial fisheries, while other research suggests that public non-market benefits of species recovery are sensitive to uncertainty about baseline population estimates. Previous research has illustrated the importance of understanding the biological, ecological, and economic aspects of protected species management and recovery. In this research topic we synthesize current protected marine species economic research and expand the discussion on present and future challenges related to protected species economics. The series of manuscripts brings together an array of prominent researchers and advances our understanding of the ecological and economic aspects of managing and recovering protected marine species.
Ocean research offers countless benefits, from improving fisheries management to discovering new drugs to enabling early detection of tsunamis and hurricanes. At the request of the Joint Subcommittee on Ocean Science and Technology (JSOST), the National Research Council convened a committee to review the draft and final versions of the Ocean Research Priorities Plan and Implementation Strategy described in Charting the Course for Ocean Science in the United States: Research Priorities for the Next Decade, which represents the first coordinated national ocean research planning effort involving all federal agencies that support ocean science. The plan presents an ambitious vision for ocean research that will be of great benefit to the ocean sciences community and the nation. This book contains both sets of findings (i.e., the committee's review of the JSOST's draft plan [A Review of the Draft Ocean Research Priorities Plan: Charting the Course for Ocean Science in the United States] and the review of the final plan). This book recommends that JSOST employ a variety of outreach mechanisms to continue to engage nonfederal partners in ocean research planning efforts, such as establishing external committees to provide scientific and technical advice and to review progress on implementation of the research plan.
