With the collapse of communism, post-communist societies scrambled to find meaning to their new independence. Central Asia was no exception. Events, relationships, gestures, spatial units and objects produced, conveyed and interpreted meaning. The new power container of the five independent states of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan would significantly influence this process of signification. Post-Soviet Central Asia is an intriguing field to examine this transformation: a region which did not see an organised independence movement develop prior to Soviet implosion at the centre, it provokes questions about how symbolisation begins in the absence of a national will to do so. The transformation overnight of Soviet republic into sovereign state provokes questions about how the process of communism-turned-nationalism could become symbolised, and what specific role symbols came to play in these early years of independence. Characterized by authoritarianism since 1991, the region’s ruling elites have enjoyed disproportionate access to knowledge and to deciding what, how and when that knowledge should be applied. The first of its kind on Central Asia, this book not only widens our understandings of developments in this geopolitically important region but also contributes to broader studies of representation, ritual, power and identity. This book was published as a special issue of Europe-Asia Studies.
More than two decades after the break-up of the Soviet Union, Central Asian republics—Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan—continue to reexamine and debate whom and what they represent. Nationalism and Identity Construction in Central Asia explores the complex and controversial process of identity formation in the region using a “3D” framework, which stands for “Dimensions”, “Dynamics,” and “Directions” of nation building. The first part of the framework—dimensions—underscores the new and complex ways in which nationalisms and identities manifest themselves in Central Asia. The second part—dynamics—is premised on the idea that nationalisms and identity construction in the Central Asian republics may indicate some continuities with the past, but are more concerned with legitimation of the present power politics in these states. It calls for the identification of the main actors, strategies, tactics, interests, and reactions to the processes of nationalism and identity construction. The third part of the framework—directions—addresses implications of nationalisms and identity construction in Central Asia for regional and international peace and cooperation. Jointly, the chapters of the volume address domestic and international-level dimensions, dynamics, and directions of identity formation in Central Asia. What unites these works is their shared modern and post-modern understanding of nations, nationalisms, and identities as discursive, strategic, and tactical formations. They are viewed as “constructed” and “imagined” and therefore continuously changing, but also fragmented and contested.

Memory and Commemoration across Central Asia: Texts, Traditions and Practices, 10th-21st Centuries is a collection of fourteen studies by a group of scholars active in the field of Central Asian Studies, presenting new research into various aspects of the rich cultural heritage of Central Asia (including Afghanistan). By mapping and exploring the interaction between political, ideological, literary and artistic production in Central Asia, the contributors offer a wide range of perspectives on the practice and usage of historical and religious commemoration in different contexts and timeframes. Making use of different approaches – historical, literary, anthropological, or critical heritage studies, the contributors show how memory functions as a fundamental constituent of identity formation in both past and present, and how this has informed perceptions in and outside Central Asia today.

Presenting a study of regime transition, political transformation, and the challenges that faced the post-Communist republics of Central Asia on independence, this book focuses on the process of transition in Tajikistan and Uzbekistan, and the obstacles that these newly-independent states are facing in the post-Communist period. The book analyses how in the early stages of their independence, the governments of Central Asia declared that they would build democratic states, but that in practice, they demonstrated that they are more inclined towards authoritarianism. With the declaration of independence, Tajikistan and Uzbekistan, like many other former Soviet national republics, were faced with the issues of nationalism, ethnicity, identity and territorial delimitation. This book looks at how the discourse of patrimonial nationalism in post-Communist Tajikistan and Uzbekistan has been the elites’ strategy to address all these issues: to maintain the stateness of their respective countries; to preserve the unity of their nation; to fill the ideological void of post-Communism; to prevent the rise of Islam; and to legitimize their authoritarian practice. Arguing against the claim that the Central Asian states have undergone divergent paths of transition, the book discusses how they are in fact all authoritarian, although exhibiting different degrees of authoritarianism. This book provides a useful contribution to studies on Central Asian Politics and International Relations.
This book discusses the significance of cultural symbols/‘images’ in the nation-building of Eurasian states that emerged out of the former Soviet Union. It particularly focuses on the cases of Uzbekistan and Kazakhstan in the post-Soviet era and argues that the relationship between nation- and image-building has been particularly relevant for Eurasian states. In an increasingly globalized world, nation-state building is no longer an activity confined to the domestic arena. The situating of the state within the global space and its ‘image’ in the international community (nation branding) becomes in many ways as crucial as the projection of homogeneity within the state. The relationship between politics and cultural symbols/ ‘images’, therefore acquires and represents multiple possibilities. It is these possibilities that are the focus of Symbols and the Image of the State in Eurasia. It argues that the relationship between politics and cultural symbols/ ‘images’, became particularly relevant for states that emerged in the wake of the disintegration of the Soviet Union in Central Asia. It extends the argument further to contend that the image that the state projects is largely determined by its legacy and it attempts to do this by taking into account the Uzbek and Kazakh cases. In the shaping of the post-Soviet future these legacies and projections as well as the policy implications of these projections in terms of governmentality and foreign policy have been decisive.
What is symbolic representation? Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. This important exploration raises relevant new questions regarding the representation of gender that form valuable contributions to the fields of political science, political theory, sociology, and gender studies.
Water is an irreplaceable and transient resource, which crosses political boundaries in the form of rivers, lakes, and groundwater aquifers. The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.
Kazakhstan is one of the best-known success stories of Central Asia, perhaps even of the entire Eurasian space. It boasts a fast growing economy—at least until the 2014 crisis—a strategic location between Russia, China, and the rest of Central Asia, and a regime with far-reaching branding strategies.
