H. Arnold Barton investigates Norwegian political and cultural influences in Sweden during the period of the Swedish-Norwegian dynastic union from 1814 to 1905. After a proud medieval past, Norway had come under the Danish crown in the fourteenth century and had been reduced to virtually a Danish province by the sixteenth. In 1814 Denmark relinquished Norway, which became a separate kingdom, dynastically united with Sweden with its own constitutional government. Disputes during the next ninety-one years caused Norway unilaterally to dissolve the tie in 1905. Barton is the first historian to look beyond the cultural conflicts and examine the impact of the union on internal developments, particularly in Sweden. Prior to 1814, Norway, unlike Sweden, had no constitution and only the rudiments of higher culture, yet paradoxically, Norway exerted a greater direct influence on Sweden. Reflecting a society lacking a native nobility, Norway's 1814 constitution was - with the exception of that of the United States - the most democratic in the world. It became the guiding star of Swedish liberals and radicals striving to reform the antiquated system of representation in their parliament. Norway's cultural void was filled with a stellar array of artists, writers, and musicians, led by Bjoornsjerne Boornson, Henrik Ibsen, and Edvard Grieg. From the 1850s through the late 1880s, this wave of Norwegian creativity had an immense impact on literature, art, and music in Sweden. By the 1880s, however, August Strindberg led a revolt against an exaggerated ""Norvegomania"" in Sweden. Barton sees this reaction as a fundamental inspiration to Sweden's intense search for its own cultural character in the highly creative Swedish National Romanticism of the 1890s and early twentieth century.

This open access handbook provides a comprehensive treatment of Vision Zero, an innovative policy on public road safety developed in Sweden. Covering all the major topics of the subject, the book starts out with a thorough examination of the philosophy, ideas and principles behind Vision Zero. It looks at conditions for the effectiveness of the policy, principles of safety and responsibility as well as critique on the policy. Next, the handbook focuses on how the Vision Zero ideas have been received and implemented in various legislations and countries worldwide. It takes into account the way Vision Zero is looked at in the context of international organizations such as the WHO, the UN, and the OECD. This allows for a comparison of systems, models and effects. The third part of the handbook discusses the management and leadership aspects, including ISO standards, equity issues, other goals for traffic and transportation, and opportunities for the car industry. Part four delves into tools, technologies and organizational measures that contribute to the implementation of Vision Zero in road traffic. Examples of specific elements discussed are urban and rural road designs, human factor designs, and avoiding drunk and distracted driving. The final part of the handbook offers perspectives on the transfer of Vision Zero policy to other areas, ranging from air traffic to suicide prevention and nuclear energy. Vision Zero is a public road safety policy including both a long-term goal that no one shall be killed or seriously injured as a consequence of accidents in road traffic and a safety principle stating that the design and function of the road transport system shall be adapted to meet the requirements that follow from that goal. It is a new road safety paradigm which has resulted in new types of responsibilities among stakeholders, technological innovations, and new strategies and organizational measures to achieve a safe system. The road safety work based on Vision Zero has shown promising results, and although Sweden has not yet reached a safe system, the number of fatalities and severe injuries has decreased substantially. Population ageing and slower economic growth have raised serious questions about the willingness and ability of governments to maintain current social policies. Within this new reality, discussions on the future of public pensions have been predominant in political debates across Europe. This book explains why certain countries have been able to radically transform their pension system while others have simply altered parameters. To answer this question an extensive comparative analysis, including more than 60 interviews, was conducted in Belgium, France, Sweden and the UK. This empirical data provides an interesting contrast between reforms. Parametric reforms have stemmed from the creation of pension administrations outside the traditional state apparatus in France and Belgium and the resulting inclusion of social partners; while the state administrations of Sweden and the UK where debates have been internalised have led to programmatic reforms. Two controversial findings of this book include an explanation for the lack of influence on the part of the labour movement in the 1994/98 Swedish reform and a rejection of arguments claiming that policy change will be minimal with coalition governments. Finally the conclusion seeks to extend the applicability of the model to other industrialized countries. This book will be of interest to students and scholars of public policy, specifically social policy, political economy, the welfare state and comparative politics.
