This study examines the relationship between income and housing assistance programs. The welfare system, through the explicit and implicit shelter allowances that welfare recipients receive as part of their public assistance benefits, spends at least $10 billion a year on housing assistance. The Department of Housing and Urban Development spends a similar amount. Yet, the two streams of government financing for low income housing are uncoordinated and frequently overlapping. Part 1 presents new evidence on both the nature and the impact of this two-pronged approach to providing shelter assistance to the poor. It compares the level of benefits available to households receiving various combinations of aid, and documents the housing outcomes that are produced by the two systems of shelter support. It includes the following chapters: (1) Executive Summary; (2) Introduction; (3) Shelter Allowances Under the Welfare System; (4) The Impact of the Two-Pronged System; and (5) Directions for Future Policy. Part 2 presents detailed statistics on estimated shelter allowances for each of the 50 states and the District of Columbia under the following programs: (1) Aid to Families with Dependent Children (AFDC); (2) Supplemental Security Income (SSI); and (3) General Assistance (GA). The author applies the methodology to the system prevailing in Morocco in 1995 and 2004. The analysis shows that the most visible subsidies might not have been the most inefficient, nor the most resource consuming for the state. Examination of policy changes since 1995 shows that while the most visible subsidies received nearly all the government's attention, large invisible subsidies remain at the heart of Morocco's housing policy. In FY 1999, about 5.2 million low- and very-low-income households received about $28.7 billion in Fed. housing assist. through more than a dozen programs, yet almost 9 mill. other very-low-income household still have serious housing needs. This report: describes characteristics of the housing provided under the 6 active housing assist. programs; estimates the per-unit-cost of each of these programs; computes the portion of each program's per-unit cost paid by the Fed. gov't., tenants, and others (state, local, and private sources); and identifies public policy issues raised by this study, taking into account tradeoffs between the programs' costs and qualitative differences. When parents must rely on public assistance and family shelters to provide for their children's most basic needs, they lose autonomy. Within a system of public assistance that already stigmatizes and isolates its beneficiaries, their family lives become subject to public scrutiny and criticism. They are parenting in public. In 2000, HUD, in recognition that any solution to homelessness must emphasize housing, targeted its McKinney-Vento Act homeless competitive programs towards housing activities. This policy decision presumed that programs such as Medicaid, TANF and General Assistance could pick up the slack produced by the change. This study examines how 7 communities sought to improve homeless people¿s access to mainstream services following this shift away from funding services through the Supportive Housing Program. Provides communities with models and strategies that they can use. Highlights the limits of what even the most resourceful of communities can do to enhance service and benefit access by homeless families and individuals.
