The Pilot Program for Climate Resilience (PPCR) is a funding window of the Climate Investment Funds, of which the Asian Development Bank (ADB) is a major partner in Asia and the Pacific, delivering investments through six country programs (Bangladesh, Cambodia, Nepal, Papua New Guinea, Tajikistan, and Tonga) and one regional program for the Pacific. This study looks back at the development of PPCR funding from an ADB perspective, documents the contributions of the PPCR to country readiness for adaptation planning and climate finance, and identifies some early lessons learned from Cambodia, Nepal, and Tajikistan.

The Guidance Note on Poverty and Social Dimensions in Urban Projects aims to assist Asian Development Bank (ADB) staff, including practitioners and specialists working on their behalf, to effectively address the poverty and social dimensions of ADB's urban operations. It provides practical guidance in strengthening the link between urban investments and poverty reduction by making better use of poverty and social analysis as a resource for successful projects. The guide complements the Handbook on Poverty and Social Analysis (2012) which provides general guidance on incorporating poverty and social dimensions in ADB operations.
This publication reports the results of an exploratory study on civil society organization (CSO) engagement---particularly nongovernment organizations (NGOs) and community-based organizations (CBOs)---in Asian Development Bank (ADB) operations. The focus is on South Asia and the starting point of inquiry is on 33 projects that illustrate the roles and forms of NGO and CBO engagement in Bangladesh, Bhutan, India, Nepal, and Sri Lanka. The report includes a section on ADB technical assistance and grant projects. Another section presents other potential areas of CSO engagement such as in project planning stages, development and evaluation of the sector and country partnership strategies, and corporate policy and strategy discussions. The concluding section puts forward challenges and areas of innovation that may be considered in collaborating with NGOs with the aim of enhancing the quality of ADB development efforts.
In A Procedural Framework for Transboundary Water Management in the Mekong River Basin: Shared Mekong for a Common Future, Qi Gao explores procedural implications of integrated water resources management and its application in the Mekong River Basin. As a problem-based study, enlightening conclusions are made based on the increasingly polycentric nature of transboundary cooperation in the Mekong region. The procedural requirements in the Mekong context, both the ideal and practical scenarios are considered, combined with selected case studies. Qi Gao convincingly asserts the necessity to enhance decision-making processes and suggests procedural legal mechanisms to institutionalize sustainability concepts in transboundary cooperation.
