Annotation Technical and economic issues get the lion's share of attention in designing poverty reduction programs. Yet politicians, bureaucrats, or communities are not committed to implementing them well. This book draws attention to this gap in analysis and planning and suggests practical ways, based on country experience, to build commitment.
Human Development has been advocated as the prime development goal since 1990, when the publication of the first UNDP Human Development Report proposed that development should improve the lives people lead in multiple dimensions instead of primarily pursuing economic growth. This approach forms the foundation of Advancing Human Development: Theory and Practice. It traces the evolution of approaches to development, showing how the Human Development approach emerged as a consequence of defects in earlier strategies. Advancing Human Development argues that Human Development is superior to measures of societal happiness. It investigates the determinants of success and failure in Human Development across countries over the past forty years, taking a multidimensional approach to point to the importance of social institutions and social capabilities as essential aspects of change. It analyses political conditions underlying the performance of Human Development, and surveys global progress in multiple dimensions such as life expectancy, infant mortality, and education and outcomes, whilst reflecting on dimensions which have worsened over time, such as rising inequality and declining environmental conditions. These deteriorating conditions inform Advancing Human Development's account of the challenges to the Human Development approach, covering the insufficient attention paid to macroeconomic conditions and the economic structure needed for sustained success.
Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.
An Investment Framework for Nutrition: Reaching the Global Targets for Stunting, Anemia, Breastfeeding, and Wasting estimates the costs, impacts, and financing scenarios to achieve the World Health Assembly global nutrition targets for stunting, anemia in women, exclusive breastfeeding and the scaling up of the treatment of severe wasting among young children. To reach these four targets, the world needs US$70 billion over 10 years to invest in high-impact nutrition-specific interventions. This investment would have enormous benefits: 65 million cases of stunting and 265 million cases of anemia in women would be prevented in 2025 as compared with the 2015 baseline. In addition, at least 91 million more children would be treated for severe wasting and 105 million additional babies would be exclusively breastfed during the first six months of life over 10 years. Altogether, achieving these targets would avert at least 3.7 million child deaths. Every dollar invested in this package of interventions would yield between US$4 and US$35 in economic returns, making investing in early nutrition one of the best value-for-money development actions. Although some of the targets—especially those for reducing stunting in children and anemia in women—are ambitious and will require concerted efforts in financing, scale-up, and sustained commitment, recent experience from several countries suggests that meeting these targets is feasible. These investments in the critical 1000-day window of early childhood are inalienable and portable and will pay lifelong dividends—not only for children directly affected but also for us all in the form of more robust societies—that will drive future economies.

Globally, undernutrition is related to almost half of the deaths in children younger than five years of age. It leads to large human and economic costs to countries through increased morbidity and mortality in childhood, poor child growth and development, and hinders adult work capacity and productivity. These consequences, in turn, have serious implications for national development. Eliminating malnutrition has, therefore, been on the forefront of the political agenda of many countries worldwide and for global movements such as Scaling Up Nutrition (SUN). Extensive evidence on what nutrition-specific interventions work to reduce malnutrition exists. Less is known, however, about how to effectively implement these interventions at scale, and what mix of interventions is needed to effectively address the multiple co-existing nutrition problems in different contexts (including nutrition-sensitive programs). Additionally, greater clarity is needed on the role that commitment, program and policy coherence, and context-specific factors, play in creating enabling environments to reduce malnutrition. The Stories of Change (SoC) case studies, originally conducted in Bangladesh, Ethiopia, India (Odisha state), Nepal, Senegal, and Zambia, and now in Rwanda, aim to fill some of these knowledge gaps by examining the “drivers of change” in reducing malnutrition across different contexts.
Why does hunger persist in a world of plenty? Ending Hunger Worldwide challenges the naive notion that everyone wants hunger to end, arguing that the powerful care - but not enough to make a difference. George Kent argues that the central focus in overcoming hunger should be on building stronger communities. It is these communities which can provide mutual support to ensure that people don't go hungry. Kent demonstrates that there is not a shortage of food but of what Amartya Sen terms 'opportunities', and that developing tight-knit communities will lead to more opportunities for the hungry and undernourished.
