This book examines the rise of great power competition in space, including the relevant and practical space strategies for China, Russia, the United States, and other countries. The work discusses the concepts and writings of past strategists, such as Thucydides, Sun Tzu, and Clausewitz, in relation to warfare initiated in or extending into space. This analysis underscores why polities initiate war based upon an assessment of fear, honor, and interest, and explains why this will also be true of war in space. Based upon the timeless strategic writings of the past, the book uncovers the strategy of space warfare, along with the concepts of deterrence, dissuasion, and the inherent right of self-defense, and outlines strategies for great, medium, and emerging space powers. Additionally, it highlights changes needed to space strategy based upon the Law of Armed Conflict, norms of behavior, and Rules of Engagement. The work also examines advancements and emerging trends in the commercial space sector, as well as what these changes mean for the implementation of a practical space strategy. Given the rise of great power competition in space, this work presents a space strategy based upon historical experience. Significant gaps exist in the ability of the United States and its allies to deter or defeat aggression that could threaten national interests. For example, NATO members Estonia, Latvia, and Lithuania remain vulnerable to Russian invasion. South Korea is vulnerable to North Korea's artillery. China's neighbors — especially Taiwan — are vulnerable to coercion and aggression. Violent extremists continue to pose a threat in the Middle East. Solutions to these problems will take both money and time. In this report, RAND researchers analyze the specific technological, doctrinal, and budgetary gaps between the stated strategic and defense policies of the United States and the resources and capabilities that would be required to implement those policies successfully. Absent a change in administration policy or a new political consensus in favor of a defense buildup, there will not be enough resources to close the gap between stated U.S. aims and the military capabilities needed to achieve them. This leaves the Trump administration and this Congress with some difficult choices. The United States could decide to focus primarily on its own security, devoting to allies and partners only those forces and capabilities that could be easily spared. At the other end of the spectrum, the Trump administration could take the central role in defending U.S. allies against aggression by Russia, China, and other potential adversaries. The hard-to-find middle ground would be to provide the military with sufficient capabilities to ensure that aggression that imperils U.S. interests in critical regions would fail while helping allies build the capacity to do more for their own and the collective defense.

This is the first academic study of India's emerging maritime strategy, and offers a systematic analysis of the interplay between Western military thought and Indian maritime traditions. By a quirk of historical fate, Europe embarked on its Age of Discovery just as the main Asian powers were renouncing the sea, ushering in centuries of Western dominance. In the 21st century, however, Asian states are once again resuming a naval focus, with both China and India dedicating some of their new-found wealth to building powerful navies and coast guards, and drawing up maritime strategies to govern the use of these forces. The United States, like the British Empire before it, is attempting to manage these rising sea powers while preserving its maritime primacy. This book probes how India looks at the sea, what kind of strategy and seagoing forces New Delhi may craft in the coming years, and how Indian leaders may use these forces. It examines the material dimension, but its major premise is that navies represent a physical expression of a society's history, philosophical traditions, and culture. Metropolitan Governance and Spatial Planning explores the relationship between metropolitan decision-making and strategies to co-ordinate spatial policy. This relationship is examined across 20 cities of Europe and the similarities and differences analysed. Cities are having to formulate their urban policies in a very complex and turbulent environment. They are faced with numerous new pressures and problems and these often create contradictory conditions. The book provides a theoretical framework for exploring these issues and links this to a detailed investigation of each city. In the context of globalisation, cities in the last twenty years have experienced new patterns of activity and these usually transcend political boundaries. The management of these changes therefore requires an effort of co-ordination and different cities have found different approaches. However the institutional setting itself has not remained static. The nation states in Europe have handed over many responsibilities to the European Union while also increasing devolution to regions and cities. Government has therefore become a more complex multi-level activity. There has also been the move from government to governance. Many different public, quasi-public and private bodies are now involved in making decisions that affect urban development. Metropolitan governance is therefore also a complex multi-actor process. In these conditions of fragmented governance and the widening spatial networking of urban development, the issue of policy co-ordination become ever more important. The exploration of the 20 cities shows that many face similar difficulties while some also provide interesting examples of innovative practice. The book concludes that the way forward is to find strategies to link the different spheres of metropolitan action through 'organising connectivity'.
