This book focuses on the main challenges that cities, regions and other territories at sub-national level face when it comes to designing and implementing a territorial strategy for economic development and competitiveness. There is a widespread recognition that territories need to construct strategies that focus on shaping sustainable competitive advantages. To do this they draw upon their own unique resources and capabilities alongside intelligence on existing technological and market trends. However, there is still a notorious lack of both theoretical and empirical research on this issue. The first part of this book develops a theoretical framework for understanding and analysing territorial strategy. This framework asks three questions of territorial strategy – what for, what, and how – looking closely at the key relationship between strategy and policy. The second part is dedicated to exploring this framework in practice through application to a series of unique cases from around the world at different territorial levels, from regions such as the Basque Country, Navarre and Murcia in Spain, Okanagan (British Columbia) in Canada, Wales in the United Kingdom, and the cross-border region of the Øresund in Denmark–Sweden, as well as the city of Rafaela in Argentina. Each case offers something different and enables the framework to be thoroughly tested, generating concluding reflections that add real value for scholars and policy-makers interested in and working in the field of territorial strategy. This volume is intended for the academic community, the policy community (government leaders, policy-makers, policy researchers and consultants) and university students and teachers at different levels interested in the areas of territorial competitiveness, regional development, competitiveness policies and processes of territorial strategy.
The aim of this Handbook is to take stock of regional competitiveness and complementary concepts as a means of presenting a state-of-the-art discussion of the contemporary theories, perspectives and empirical explanations that help make sense of the determinants of uneven development across regions. Drawing on an international field of leading scholars, the book is assembled and organized so that readers can first learn about the theoretical underpinnings of regional competitiveness and development theory, before moving on to deeper discussions of key factors and principal elements, the emergence of allied concepts, empirical applications, and the policy context.
This book makes general considerations regarding global changes and contemporary economic issues in Asian countries in real terms. It offers a collection of original conference papers from the annual international conferences on “Contemporary economic issues in Asian countries” (CEIAC Conference) commenced in 2022 in collaboration with CIFOR-ICRAF, Sungkyunkwan University (Korea), and Tamkang University (Taiwan). The theme of the CEIAC Conference 2022 deals with broad aspects of the contemporary economic issues in Asian countries. It covers topics such as economics and business (economic theory, national and international income distribution, macroeconomic policies, sectors of economy, productivity developments, financial market, business governance, bank financing, etc.), green economy and sustainable development (developing process, development policy, public policy, sustainable growth, green growth, etc.), and international trade and investment (international trade theory, free trade agreements, tariffs, intellectual property, international law, etc.). Europe is in a troubled state. The macroeconomic situation looks grim, national governments are close to dysfunction, and Europeans are facing austerity and relative decline. The one bright spot on the horizon is the potential for positive action at the level of the city and urban regions. In this book, the editors have assembled a collection of original contributions by scholars from Europe, North America and Asia who offer insights as to how local authorities in Europe might be able to chart a course for their city or urban region during this period of extraordinary difficulty. The volume begins with an Introduction, followed by a set of three papers in Part Two examining European urban competitiveness from the standpoints of measurement and policy. This section also provides a case study of the cities of one country _ Italy _ from which the reader can gain an understanding of the current position of European cities as well as what might be possible going forward. This book investigates the relationship between the firm and the territory, emphasizing the micro-organizational dimension and the interactions between actors at territorial levels. First, the book examines the particular features of the firm considering three key factors - structural design, power configuration and organizational culture – and the characteristics of the surrounding territory as a specific spatial ecosystem with its own institutions, agents, history and objectives. Second, it analyses organizational tenets at the micro- and meso levels with a view to explaining various relational models and their implications at the level of the firm and the territory. Although previous studies have focused on the territory as a geographical space in which firms procure resources and promote development, this book presents an innovative approach and makes a key contribution to the literature by dealing with the firm and the territory from an organizational perspective. The relationship is analysed as bidirectional: a key question concerns how the territory can impact the organizational dimension of the firm, and how the firm can characterize the territory. This will be considered in connection with various effects. The positive effects of the relationship with the territory are investigated in terms of territorial identity, territorial resilience and territorial sustainability. The negative effects include the role of criminal networks rooted in the territory, with firms acting as key agents.

With regions and nations having formally fulfilled the ex ante conditionality, this book provides a first overall review of RIS3 policy processes, aiming to assess the consistency of the concept of smart specialization from an applied, policy-oriented perspective. Moving from the theory of design to the practice of implementation, the reflections and case studies in this volume reveal strengths and weaknesses in the way concrete strategies have been conceived and implemented, enabling reflections on the future of the concept in a more general sense. In many cases, smart specialization strategies turn out to be new variants of regional development policies, embracing the importance of a place-based approach. However, the approach’s potential to add distinctive value will stem from its capacity to turn innovation and knowledge into tools for local development by harnessing them for wider territorial development goals. By helping regions to identify and leverage untapped resources through new processes, smart specialization-based policies may help to reconcile cohesion and competitiveness objective. Consequently, new approaches appear most promising where institutional, administrative and political conditions allow the setup of genuinely new processes and where their focus is on territorial assets in a comprehensive manner rather than mere industrial renewal. Smart specialisation is the new policy approach to the development of regional innovation systems across Europe and it involves fostering innovative and entrepreneurial initiatives which are well tailored to the local context. The different technologies, skills profiles, business activities, institutions and sectors which reflect a region’s economic strengths and potential are to be fostered and encouraged to diversify in ways which also exploit the region’s linkages with broader global value-chains. Yet, the ideas contained in the smart specialisation agenda have until now been primarily conceptual in nature. The Empirical and Institutional Dimensions of Smart Specialisation draws together some of the leading regional economists and scientists in Europe to analyse how smart specialisation is working in practice. This book investigates different dimensions of the agenda as it is developing across parts of Europe from both quantitative and qualitative perspectives. The quantitative analysis examines the nature of the diversification processes undertaken by regions and the interplay between the chosen local regional development priorities and the wider global value-chain impacts of these choices. Meanwhile, the qualitative analysis examines the institutional opportunities and challenges facing policy makers and the key elements most likely to provide the underpinnings of a workable set of policy settings. The international fragmentation of economic activities – from research and design to production and marketing – described through the lens of the global value chain (GVC) approach impacts the structure and performance of small and medium-sized enterprises (SMEs) agglomerated in economic clusters. The consolidation of GVCs ruled by global lead firms and the recession of 2008-09 exacerbated the pressures on cluster actors that based their competitive advantage on local systems, spurring an increasing heterogeneity, both across and within clusters, that is still overlooked in the literature. Drawing on detailed studies of different industries and countries, Local Clusters in Global Value Chains shows the co-evolutionary trajectories of clusters and GVCs, and the role of firms and their strategies in organizing manufacturing and innovation activities in the context of ongoing technological shifts. The book explores the tension between place-based variables and global drivers of change, and the possibility for territories containing such clusters to prosper in the new global scenario. By adopting insights from the GVC framework and management studies, the book discusses how the internationalization strategies of firms create opportunities as well as constraints for adaptive upgrading in clusters.
