This report examines the capacity of natural resource agencies to generate scientific knowledge and information for use by resource managers in planning and decisionmaking. This exploratory study focused on recreation in the U.S. Department of Agriculture, Forest Service. A semistructured, open-ended interview guide elicited insights from 58 managers and 28 researchers about recreation issues, information exchange, and research-management interactions. Data were coded and analyzed using Atlas.ti®, a qualitative analysis software program. Results indicate that recreation managers seek information to address user conflicts and manage diverse activities across sites and landscapes. Managers do not always turn to the research community when looking for scientific information and are uncertain about the proper channels for communication. Managers consult a variety of information sources and aggregate various types of scientific information for use in planning and management. Managers desire greater and more diverse interactions with researchers to promote knowledge exchange useful for addressing recreation problems. Barriers to interaction include organizational differences between management and research, researcher responsiveness, relevance of information to manager needs, and the lack of formal interaction opportunities. Several structural processes were suggested to facilitate opportunities for greater interaction and information exchange.
The book is based on practical experience gained during the planning and execution of e-governance projects in India coupled with extensive research based on six national/multi-state-level agriculture related projects. It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups – planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. In Indian context, the learning issues are likely to trigger appropriate corrective measures for generating better value from the several flagship projects envisaged under the Digital India Programme. Further, it will interest the academic audience working on the strategic framework and constituting constructs. It will also benefit business students and application software architectures who aspire for a consulting career in the area of e-governance.
The Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, President-elect, and Congress on November 26, 2008. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This volume documents the scenario-testing process used by the Vision Working Group and includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. Results revealed that each of the five major findings improved the performance of the current national security system, but, on the whole, the findings concluded that the national security system was at risk of failure and needed serious reform. The work of the Vision Working Group has led to the formulation of an additional recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center.
