Il présente enfin un programme détaillé des mesures à prendre d'urgence, en terme de formation des conducteurs, d'amélioration des infrastructures routières et d'analyse des points noirs répertoriés. Il rejette fermement les sanctions inadaptées et à risque comme certains retraits de permis ou amendes lourdes, mettant des familles entières dans la tourmente économique et morale, obligeant même parfois certains jeunes à rouler sans permis.
