What does it mean to be 'stateless' in the modern postcolonial context? This fascinating study addresses this complex question through the case of the Chakma refugees in Arunachal Pradesh. The largely neglected social history of the ethnic Buddhist Chakmas, whose homeland is the Chittagong Hill Tracts (in the present day Bangladesh), carries the multiple imprints of partition, dominant development paradigm and religious persecution. As refugees in the strategically sensitive and disputed territory of Arunachal Pradesh in India's Northeast, they are locked in an intractable conflict over land and resources with the indigenous Arunachalis, themselves marginalized and alienated from the rest of the country.Setting a new dimension in refugee studies, the arguments in this book are developed on the framework of oral narratives, incorporating the self perceptions of both the Chakmas as well as the Arunachalis who host them. The book critically analyses national and international official documents and policy statements and demonstrates the absence of legal-institutional and legislative structures to address the concerns of refugees. It throws into relief the sharp contestations over nationalism, citizenship and ethnicity in South Asia, both at the level of political movements and academic discourse. The Rohingya of Myanmar are one of the world’s most persecuted minority populations without citizenship. After the latest exodus from Myanmar in 2017, there are now more than half a million Rohingya in Bangladesh living in camps, often in conditions of abject poverty, malnutrition and without proper access to shelter or work permits. Some of them are now compelled to take to the seas in perilous journeys to the Southeast Asian countries in search of a better life. They are now asked to go back to Myanmar, but without any promise of citizenship or an end to discrimination. This book looks at the Rohingya in the South Asian region, primarily India and Bangladesh. It explores the broader picture of the historical and political dimensions of the Rohingya crisis, and examines subjects of statelessness, human rights and humanitarian protection of these victims of forced migration. Further, it chronicles the actual process of emergence of a stateless community – the transformation of a national group into a stateless existence without basic rights.
This book provides an in-depth investigation of citizenship and nationalism in connection with the Rohingya community. It analyses the processes of production of statelessness in South Asia in general, and with regard to the Rohingyas in particular. Following the persecution of the Rohingya community in Myanmar (Burma) by the military and the Buddhist militia, a host of texts, mostly descriptive, have examined the historical, political and cultural roots of the genocidal massacre and the flight of its victims to South Asia and South-East Asian countries. The UNHCR reports describe the plight of Rohingyas during and after their journey, while other works focus on the political-economic roots of this ethnic conflict and its consequences for the Rohingyas. To date, very few theoretical insights have been provided on the Rohingya issue. This book seeks to fill that gap, and explores a dialogue between the state and its citizens and non-citizens that results in the production of statelessness. In theoretical terms, the book addresses the construction of citizens and non-citizens on the part of the state, and the process of symbolic othering, achieved through various state practices couched in terms of nationalism. Extensive case studies from India, Myanmar and Bangladesh provide the foundation for a robust theoretical argument. Given its scope, the book will be of interest to students, academics and researchers with a focus on political economy in South Asia in general and/or refugee studies in particular.

The story of how a much-contested legal category—statelessness—transformed the international legal order and redefined the relationship between states and their citizens. Two world wars left millions stranded in Europe. The collapse of empires and the rise of independent states in the twentieth century produced an unprecedented number of people without national belonging and with nowhere to go. Mira Siegelberg’s innovative history weaves together ideas about law and politics, rights and citizenship, with the intimate plight of stateless persons, to explore how and why the problem of statelessness compelled a new understanding of the international order in the twentieth century and beyond. In the years following the First World War, the legal category of statelessness generated novel visions of cosmopolitan political and legal organization and challenged efforts to limit the boundaries of national membership and international authority. Yet, as Siegelberg shows, the emergence of mass statelessness ultimately gave rise to the rights regime created after World War II, which empowered the territorial state as the fundamental source of protection and rights, against alternative political configurations. Zahid Shahab Ahmed evaluates the progress of the South Asian Association for Regional Cooperation (SAARC). This study goes beyond economic integration to present a detailed appraisal of cooperation under the overarching themes of economic cooperation, environmental security, human welfare, and cooperation in security matters. According to the author, SAARC is making progress in addressing the myriad of issues on its agenda. The transition from agreements to actions and frequent interactions among the member states has boosted confidence. The progress of SAARC is more evident in the less controversial areas of human security, such as poverty alleviation, health and safety, human resources development, and higher education. Notwithstanding enthusiastic commitments reflected in agreements and action plans, there is a gulf between rhetoric and implementation most notably in sensitive areas relating to traditional security. In the light of the findings of this study, the author proposes that greater cooperation in common human security areas has a potential to pave the way for a cooperation on issues of a ’contentious’ nature, particularly terrorism.
In January 2011, Felani Khatun was shot dead while attempting to cross the border from India to Bangladesh. Her body remained hung on the fence as a warning to those who illegally crossed an international border. Migration to India from the current geographical and political entity called Bangladesh is more than a century old and had begun long before the nation states were created in South Asia. Often termed as ‘foreigners’ and ‘infiltrators’, Bangladeshi migrants such as Felani find their way into India for the promise of a better future. Post 1971, there has been a steady movement of people from Bangladesh into India, both as refugees and for economic need, making this migration a complex area of inquiry. This book focuses on the contemporary issue of undocumented Bangladeshi migration to the three Indian states of Assam, West Bengal, and Delhi, and how the migrants are perceived in light of the ongoing discourses on the various nationalisms in India. Each state has a unique history and has taken different measures to respond to Bangladeshi migrants present in the state. Based on extensive fieldwork and insightful interviews with influential members from key political parties, civil society organizations, and Hindu and ethnic nationalist bodies in these states, the book explores the place and role of Bangladeshi migrants in relation to the inherent tension of Indian nationalism.
