This Handbook offers a comprehensive treatment of transformations of the state, from its origins in different parts of the world and different time periods to its transformations since World War II in the advanced industrial countries, the post-Communist world, and the Global South. Leading experts in their fields, from Europe and North America, discuss conceptualizations and theories of the state and the transformations of the state in its engagement with a changing international environment as well as with changing domestic economic, social, and political challenges. The Handbook covers different types of states in the Global South (from failed to predatory, rentier and developmental), in different kinds of advanced industrial political economies (corporatist, statist, liberal, import substitution industrialization), and in various post-Communist countries (Russia, China, successor states to the USSR, and Eastern Europe). It also addresses crucial challenges in different areas of state intervention, from security to financial regulation, migration, welfare states, democratization and quality of democracy, ethno-nationalism, and human development. The volume makes a compelling case that far from losing its relevance in the face of globalization, the state remains a key actor in all areas of social and economic life, changing its areas of intervention, its modes of operation, and its structures in adaption to new international and domestic challenges.

The book is an exploration, on both theoretical and empirical grounds, into the nature and the transformation of the state in the neoliberal era. Nowadays, a widespread crisis of legitimation affects the institutions and authority of the state; similarly, and especially after the Great Crisis of 2008 to present, the European project is increasingly questioned by populist and neo-nationalist forces, which politically advance in the state and society, and promote further coercive-oriented reconfiguration of state powers and apparatus. The ‘nationalist international’, the ‘new populists’ and/or the ‘rise of new international fascism’ are questions on the verge of international scholarship and political debate. However, many of these studies often miss the specificity and critical importance of the study of the state and of state (institutional and ideological) powers; even more importantly, the phenomenon of populism/neo-authoritarianism is interpreted by the mainstream as a clear break with traditional centrist parties, with the result of neglecting the past authoritarian tendencies that accompany the entire history of neoliberalism. This book aspires to be a guide for political activist and policy-makers: specifically, by showing how the state is of critical importance to the making of neoliberalism in institutional and cultural terms, it also aims to rethink the state as the arena of politics and, accordingly, as the key site to promote alternatives to neoliberalism.

Low and middle-income countries are struggling to gain a foothold in the global digital economy in the face of limited digital capacity, skills, and fragmented global and regional rules.
Emergency Powers of International Organizations explores emergency politics of international organizations (IOs). It studies cases in which, based on justifications of exceptional necessity, IOs expand their authority, increase executive discretion, and interfere with the rights of their rule-addressees. This ''IO exceptionalism'' is observable in crisis responses of a diverse set of institutions including the United Nations Security Council, the European Union, and the World Health Organization. Through six in-depth case studies, the book analyzes the institutional dynamics unfolding in the wake of the assumption of emergency powers by IOs. Sometimes, the exceptional competencies become normalized in the IOs' authority structures (the ''ratchet effect"). In other cases, IO emergency powers provoke a backlash that eventually reverses or contains the expansions of authority (the "rollback effect"). To explain these variable outcomes, this book draws on sociological institutionalism to develop a proportionality theory of IO emergency powers. It contends that ratchets and rollbacks are a function of actors' ability to justify or contest emergency powers as (dis)proportionate. The claim that the distribution of rhetorical power is decisive for the institutional outcome is tested against alternative rational institutionalist explanations that focus on institutional design and the distribution of institutional power among states. The proportionality theory holds across the cases studied in this book and clearly outcompetes the alternative accounts. Against the background of the empirical analysis, the book moreover provides a critical normative reflection on the (anti) constitutional effects of IO exceptionalism and highlights a potential connection between authoritarian traits in global governance and the system's current legitimacy crisis.
Global policy making is unfurling in distinctive ways above traditional nation-state policy processes. New practices of transnational administration are emerging inside international organizations but also alongside the trans-governmental networks of regulators and inside global public private partnerships. Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy-making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Transnational administration is a multi-actor and multi-scalar endeavour having manifestations, depending on the policy issue or problems, at the local, urban, sub-regional, sub-national, regional, national, supranational, supra-regional, transnational, international, and global scales. These scales of 'local' and 'global' are not neatly bounded and nested spaces but are articulated together in complex patterns of policy activity. These transnational patterns represent a reinvigoration of public administration and policy studies as the Handbook authors advance their analysis beyond the methodological nationalism of the nation-state.
International Organizations as Orchestrators reveals how IOs leverage their limited authority and resources to increase their effectiveness, power, and autonomy from states. By 'orchestrating' intermediaries - including NGOs - IOs can shape and steer global governance without engaging in hard, direct regulation. This volume is organized around a theoretical model that emphasizes voluntary collaboration and support. An outstanding group of scholars investigate the significance of orchestration across key issue areas, including trade, finance, environment and labor, and in leading organizations, including the GEF, G20, WTO, EU, Kimberley Process, UNEP and ILO. The empirical studies find that orchestration is pervasive. They broadly confirm the theoretical hypotheses while providing important new insights, especially that states often welcome IO orchestration as achieving governance without creating strong institutions. This volume changes our understanding of the relationships among IOs, nonstate actors and states in global governance, using a theoretical framework applicable to domestic governance.
This highly original book constitutes one of the first attempts to examine the problem of distributive justice in the European Union in a systematic manner. João Labareda argues that the set of shared political institutions at EU level, including the European Parliament and the Court of Justice of the EU, generate democratic duties of redistribution among EU citizens. Furthermore, the economic structure of the EU, comprising a common market, a common currency and a free-movement area, triggers duties of reciprocity among member states. The responsibilities to fulfil these duties, Labareda argues, should be shared by the local, national and supranational levels of government. Not only should the EU act as a safety net to the national welfare systems, applying the principle of subsidiarity, but common market and Eurozone regulations should balance their efficiency targets with fair cooperation terms. The concrete policy proposals presented in this book include a threshold of basic goods for all EU citizens, an EU labour code, a minimum EU corporate tax rate and an EU fund for competitiveness. Labarada argues that his proposals match the political culture of the member states, are economically feasible, can be translated into functioning institutions and policies and are consistent with the limited degree of social solidarity in Europe. This book is a major contribution to the understanding of what a just Europe would look like and what it might take to get us there.
