Societal Dynamics and Fragility aims to address the social dimensions of fragility. Prepared as a complement to the 2011 World Development Report, this book frames fragility as a problem not only of state capacity, but also of relationships in society. Drawing on analytical work in Liberia, Central African Republic, Yemen, Indonesia (Aceh) and Haiti, it recommends placing social cohesion at the center of development efforts in fragile environments by cultivating an in-depth understanding of the societal dynamics at play in each context and adapting programs to address the sources of division that hinder state building. The rise and influence of public opinion on Chinese foreign policy reveals a remarkable evolution in authoritarian responses to social turmoil. James Reilly shows how Chinese leaders have responded to popular demands for political participation with a sophisticated strategy of tolerance, responsiveness, persuasion, and repression—a successful approach that helps explain how and why the Communist Party continues to rule China. Through a detailed examination of China's relations with Japan from 1980 to 2010, Reilly reveals the populist origins of a wave of anti-Japanese public mobilization that swept across China in the early 2000s. Popular protests, sensationalist media content, and emotional public opinion combined to impede diplomatic negotiations, interrupt economic cooperation, spur belligerent rhetoric, and reshape public debates. Set in West Kalimantan, Indonesian Borneo, this study explores the shifting relationships between border communities and the state along the political border with East Malaysia. The book rests on the premise that remote border regions offer an exciting study arena that can tell us important things about how marginal citizens relate to their nation-state. The basic assumption is that central state authority in the Indonesian borderlands has never been absolute, but waxes and wanes, and state rules and laws are always up for local interpretation and negotiation. In its role as key symbol of state sovereignty, the borderland has become a place were central state authorities are often most eager to govern and exercise power. But as illustrated, the borderland is also a place were state authority is most likely to be challenged, questioned and manipulated as border communities often have multiple loyalties that transcend state borders and contradict imaginations of the state as guardians of national sovereignty and citizenship.
