Many accounts of state formation struggle to explain these leagues, since they characterize state formation as a process of internal bureaucratization within individual states. This comparative study of alliances in the Holy Roman Empire and the Low Countries focuses on a formative time in European history, from the late fifteenth century until the immediate aftermath of the 1648 Peace of Westphalia, to demonstrate how the sharing of sovereignty through alliances influenced the evolution of the Empire, the Dutch Republic, and their various member states in fundamental ways. Alliances simultaneously supported and constrained central and territorial authorities, while their collaborative policy-making process empowered smaller states, helping to ensure their survival. The present international system, composed for the most part of sovereign, territorial states, is often viewed as the inevitable outcome of historical development. Hendrik Spruyt argues that there was nothing inevitable about the rise of the state system, however. Examining the competing institutions that arose during the decline of feudalism--among them urban leagues, independent communes, city states, and sovereign monarchies--Spruyt disposes of the familiar claim that the superior size and war-making ability of the sovereign nation-state made it the natural successor to the feudal system. The author argues that feudalism did not give way to any single successor institution in simple linear fashion. Instead, individuals created a variety of institutional forms, such as the sovereign, territorial state in France, the Hanseatic League, and the Italian city-states, in reaction to a dramatic change in the medieval economic environment. Only in a subsequent selective phase of institutional evolution did sovereign, territorial authority prove to have significant institutional advantages over its rivals. Sovereign authority proved to be more successful in organizing domestic society and structuring external affairs. Spruyt's interdisciplinary approach not only has important implications for change in the state system in our time, but also presents a novel analysis of the general dynamics of institutional change.

The concept of sovereignty is central to international relations theory and theories of state formation, and provides the foundation of the conventional separation of modern politics into domestic and international spheres. In this book Jens Bartelson provides a critical analysis and conceptual history of sovereignty, dealing with this separation as reflected in philosophical and political texts during three periods: the Renaissance, the Classical Age, and Modernity. He argues that the concept of sovereignty and its place within political discourse are conditioned by philosophical and historiographical discontinuities between the periods, and that sovereignty should be regarded as a concept contingent upon, rather than fundamental to, political science and its history.
"In May 1608, several Protestant rulers in the Holy Roman Empire convened an emergency summit in the Swabian town of Auhausen. Weeks earlier, they had walked out of the Imperial Diet, the Empire's main legislative assembly, to protest what they deemed Catholic attempts to undermine the Empire's constitution. Speaking in one voice, those gathered in Auhausen condemned their opponents' "hostile and violent actions" as a threat to the Empire and its members, known as Imperial Estates. If left unchecked, rogue actors would "create one disturbance after another in the beloved Fatherland, thereby wreaking havoc with the entire ancient and praiseworthy imperial constitution. The result will be nothing less than the destruction of all good order, law, and prosperity." Only by uniting "in a loyal understanding and association" could peace-loving authorities prevent this catastrophe. Accordingly, the Estates assembled in Auhausen formed an alliance, set to last for ten years, which became known as the Protestant Union. By pooling their resources through this corporate framework, the Union's founders argued they acted as the Empire's saviors. Their collective endeavor did not seek "the collapse of the Holy Empire's constitution, but much more to strengthen the same and to better preserve peace and unity in the Empire.""--
Increasingly today nation-states are entering into agreements that involve the sharing or surrendering of parts of their sovereign powers and often leave the cession of authority incomplete or vague. But until now, we have known surprisingly little about how international actors design and implement these mixed-sovereignty arrangements. Contracting States uses the concept of "incomplete contracts"--agreements that are intentionally ambiguous and subject to future renegotiation--to explain how states divide and transfer their sovereign territory and functions, and demonstrate why some of these arrangements offer stable and lasting solutions while others ultimately collapse. Building on important advances in economics and law, Alexander Cooley and Hendrik Spruyt develop a highly original, interdisciplinary approach and apply it to a broad range of cases involving international sovereign political integration and disintegration. The authors reveal the importance of incomplete contracting in the decolonization of territories once held by Europe and the Soviet Union; U.S. overseas military basing agreements with host countries; and in regional economic-integration agreements such as the European Union. Cooley and Spruyt examine contemporary problems such as the Arab-Israeli dispute over water resources, and show why the international community inadequately prepared for Kosovo's independence. In recent decades, indigenous peoples in the Yukon have signed land claim and self-government agreements that spell out the nature of government-to-government relations and grant individual First Nations significant, albeit limited, powers of governance over their peoples, lands, and resources. Those agreements, however, are predicated on the assumption that if First Nations are to qualify as governments at all, they must be fundamentally state-like, and they frame First Nation powers in the culturally contingent idiom of sovereignty. Based on over five years of ethnographic research carried out in the southwest Yukon, Sovereignty’s Entailments is a close ethnographic analysis of everyday practices of state formation in a society whose members do not take for granted the cultural entailments of sovereignty. This approach enables Nadasdy to illustrate the full scope and magnitude of the "cultural revolution" that is state formation and expose the culturally specific assumptions about space, time, and sociality that lie at the heart of sovereign politics.
