This book examines the relationship between inequalities and identities in the context of an unprecedented state advocacy of human rights with a distinct emphasis on (ethnic) group rights in post-civil war Ethiopia. The analysis is set against the background of a dramatic state remaking by a rebellion movement (the Ethiopian People's Revolutionary Democratic Front – EPRDF) that seized control of the Ethiopian state in 1991, after a decisive battlefield victory over an unpopular regime. The new government of former rebels pledged to institute a new system of ethnic self-government that celebrated ethnic diversity with a firm pledge to guarantee basic human rights. After nearly three decades in office, however, the Ethiopian government is challenged by the resilience of identity-based inequalities it ostensibly sought to end, and by protests against its own policies and practices that intensified inequality. The events in Ethiopia, reverberating throughout the Horn of Africa, have inspired heated and often polarized debates between academics, policy experts, political activists, and the media. Data D. Barata contributes to this debate through a nuanced ethnographic analysis of why identities with distinct notions of inequality persist, even after relentless interventions and ideological repudiations. The contestations and struggles over political representation, local governance, cultural identities, land and religion that the book examines are shaped, one way or another, by the global human rights discourse that has inspired millions of Africans to confront entrenched structures of power. This book presents novel theoretical and empirical findings on the issue of unrecognized states and secession. The first part of the book conceptualizes unrecognized states as entities with a national identity and which have achieved political independence, yet are not internationally recognized as independent states. It also addresses topics such as the role of superpowers in secessionist conflicts, ontological security in post-Soviet states, and factors influencing the legitimacy of secession referenda. In turn, the book’s second part presents selected case studies on various secessionist regions and territories, including Kurdistan, the Caucasus, Kosovo, and Bougainville.

As Africa’s strategic importance has increased over the past decade and a half, United States security cooperation with the continent has expanded. The most visible dimension of this increased engagement was the establishment of the U.S. Military Command for Africa (AFRICOM). Some critics are skeptical of AFRICOM’s purpose and see the militarization of U.S. Africa policy while others question its effectiveness. Recognizing the link between development and security, AFRICOM represents a departure from the traditional organization of military commands because of its holistic approach and the involvement of the Department of State as well as other U.S. government stakeholders. Nevertheless, AFRICOM’s effort to combine security and development faces formidable conceptual and operational challenges in trying to ensure both American and African security interests. The human security perspective’s emphasis on issues that go beyond traditional state-centered security to include protecting individuals from threats of hunger, disease, crime, environmental degradation, and political repression as well as focusing on social and economic justice is an important component of security policy. At the same time, the threat of violent extremism heavily influences U.S. security cooperation with Africa. In this examination of the context of U.S.-African security relations, Robert J. Do countries keep their promises to the international community? When they sign treaties or learn about new expectations, do they take them seriously and implement them? Since we already know intuitively that not all countries do, the next question – and the topic of this book – is: who complies? By considering a wide range of different rules – each precise enough to allow one to measure state compliance – and a variety of methods, we hope to answer this question once and for all. Including a systematic analysis of 8 different countries selected for the variety of regime type, international engagement and economic development they represent, the work caps a five-year research program and represents the culmination of twenty years’ worth of work in the disciplines of international relations and international law on legalization and compliance. Stiles highlights the importance of systematic study of compliance in order to move further towards solving truly global issues, such as terrorism, human trafficking, air pollution and collective goods provision. With international laws generally designed to improve the human condition and current levels of compliance inconsistent at best, it is vital to gain a better understanding of who complies and why. This book explains what ‘small’ states are and explores their current security challenges, in general terms and through specific examples. It reflects the shift from traditional security definitions emphasizing defence and armaments, to new security concerns such as economic, societal and environmental security where institutional cooperation looms larger. These complex issues, linked with traditional power relations and new types of actors, need to be tackled with due regard to democracy and good governance. Key policy challenges for small states are examined and applied in the regional case studies. The book deals mainly with the current experience and recent past of such states but also offers insights for their future policies. Although many of the states covered are European, the study also includes African, Caribbean and Asian small states. Their particular interest and relevance is outlined, as is the connection between their security challenges and their smallness. Policy lessons for other states are then sought. The book is the first in-depth, multi-continent study of security as an aspect of small state governance today. It is novel in placing the security dilemmas of small states in the context of wider ideas on international and institutional change, and in dealing with non-European states and regions.
Somaliland is an example of a territory that has fulfilled the conditions that are pre-requisite for state recognition in the international system. Somaliland is however, not recognised as a state. Questions abound about why Somaliland finds itself in this situation when there are territories which obtained recognition after fulfilling a fraction of what Somaliland has achieved. This study contributes to answering the aforementioned questions. This study has certain objectives. It delved into the examination of the criteria that is used for the recognition of states in the international system. It also analyses the role of intergovernmental organizations in the non-recognition of Somaliland. The objective of this study is also to make an assessment of the nature of interactions between Somaliland, and other actors in the international system.
