The state-local fiscal relationship in CA affects the provision of services that government provides to its citizens. It also defines the power of the state relative to its local governments. Stakes are high because it defines some of the most fundamental of CA governments' responsibilities to their citizens. The state-local fiscal relationship is, by many accounts, out of balance, thus creating fiscal, governance, & land use problems that must be addressed. Many leaders & thinkers across CA propose a variety of solutions to the problems as they perceive them. This report provides a brief history of the issues & a summary of recent proposals that address the state-local fiscal relationship in CA.
