Each year, the United States Army, Europe (USAREUR) undertakes a conference-study program on a matter of strategic significance, with several objectives. The topic relates to USAREUR's mission; anticipates future requirements; contributes toward building democratic norms within the militaries of emerging democracies; and serves to inform the USAREUR staff, higher headquarters and other U.S. Government agencies of active measures to improve current practices. In 1996, USAREUR undertook to study "Problems and Solutions in Future Coalition Operations." That topic was germane not only because of the U.S. Government's participation in several current coalitions, but also because USAREUR will continue to be in the vanguard, participating in a wide variety of multinational operations. While coalitions may be a way of life for most militaries, changes in the geostrategic environment over the past several years have created new challenges and opport- unities for U.S. participation. Protecting the Kurds in Iraq after the Gulf War, supporting humanitarian relief operations in Rwanda, deploying a preventive diplomacy force to the Former Yugoslav Republic of Macedonia to guard against a spillover of the Balkan conflict, and providing forces to support the implementation of the Dayton Accords for Bosnia have tested the United States' ability to work with new partners, in support of new missions, in unfamiliar parts of the world. There are important similarities and differences between these new coalition operations, and large military operations and bygone NATO plans for operations in Europe against the Warsaw Pact. In fact, some of the former Warsaw Pact states are now partners in coalitions with the United States Other countries from Africa and Asia Minor have participated as well.
This study assesses the potential of new technology to reduce logistics support requirements for future Army combat systems. It describes and recommends areas of research and technology development in which the Army should invest now to field systems that will reduce logistics burdens and provide desired capabilities for an "Army After Next (AAN) battle force" in 2025.
This book aims at defining a rationale for the continued use of military armed force(s) by states. Central to this publication are the answers to fundamental questions pertaining to the convention of war, as formulated by Martin van Creveld: `to define just who is allowed to kill whom, for what ends, under what circumstances, and by what means'. Above all, the authors take into account developments and trends within the elements of the Clausewitzian trinity supporting the Westphalian nation-state: `The People (or the Society)', `The Government' and 'The Armed Forces (or The Military)'. The change in the Atlantic-European security environment, and the effects that this will have on the form and content of national and multilateral security strategies and doctrines, form the background to this publication. Moreover, the possible impact of societal changes on West European states, as a consequence of European integration, are analysed and discussed. Finally, the consequences of 'out-of-area' and police-type functions for armed forces in addition to the classical defence role are related to the size and composition of future forces. First, in Chapters Two (Martin van Creveld) and Three (Jan Geert Siccama), the Clausewitzian dictum, trinitarian theory, and the - absence of - alternative theories of warfare are discussed. Next, Chapters Four (Zeev Maoz) and Five (Jan van der Meulen) deal with societal changes and trends within Western Society at large which affect the future use of armed forces. Chapters Six (Koen Koch) and Seven (Jaap de Wilde) concentrate on the future relevance of the nation-state and the governing bodies in relation to the ongoing process of European political integration and multilateralization of diplomatic interaction. Chapters Eight (Jan Willem Honig), Nine (Kees Homan), and Ten (Robert Bunker) address how present-day changes and trends affect the armed forces. Respectively, the authors address issues relating to military strategy, personnel, and technology. Finally, Chapter Eleven (Gert de Nooy and Rienk Terpstra) provides an overview of topical highlights and tentative conclusions emanating from both the chapters and the discussions held during the workshop held in conjunction with this book. Disposal of radioactive waste from nuclear weapons production and power generation has caused public outcry and political consternation. Nuclear Wastes presents a critical review of some waste management and disposal alternatives to the current national policy of direct disposal of light water reactor spent fuel. The book offers clearcut conclusions for what the nation should do today and what solutions should be explored for tomorrow. The committee examines the currently used "once-through" fuel cycle versus different alternatives of separations and transmutation technology systems, by which hazardous radionuclides are converted to nuclides that are either stable or radioactive with short half-lives. The volume provides detailed findings and conclusions about the status and feasibility of plutonium extraction and more advanced separations technologies, as well as three principal transmutation concepts for commercial reactor spent fuel. The book discusses nuclear proliferation; the U.S. nuclear regulatory structure; issues of health, safety and transportation; the proposed sale of electrical energy as a means of paying for the transmutation system; and other key issues.
This review of the Science and Technology (S&T) program of the Office of Naval Research's (ONR's) Expeditionary Warfare Operations Technology Division, Code 353, comes at a time of considerable change in the Marine Corps and in ONR, which are currently in the midst of significant transitions. The Marine Corps is making plans to equip and train for engaging in a new style of warfare known as Operational Maneuver From the Sea (OMFTS) and for performing a wide variety of missions in urban settings, ranging from humanitarian assistance to combat and mixes of these suggested by the term three-block war. During 1999, ONR assumed management of that portion of the Marine Corps S&T program that had not been assigned several years earlier to the Marine Corps Warfighting Laboratory (MCWL). In 2002, control of most of ONR's advanced development funding (6.3), and of much of its exploratory development funding (6.2), will move from ONR's line divisions, of which Code 353 is one of many, to 12 new program offices, each dedicated to demonstrating technologies for future naval capabilities (FNCs). Given these changes, it is not surprising that some of the projects inherited recently by ONR, and assessed by the Committee for the Review of ONR's Marine Corps Science and Technology Program under the auspices of the Naval Studies Board of the National Research Council, differed from the customary ONR project and were more akin to preacquisition or acquisition support than to S&T. It is also not surprising that Code 353 could not articulate its plans for future investments clearly and concisely, given the current uncertainty about the content of and funding level for FNCs. The Marine Corps S&T program supports the five imperatives for technology advancement that the Marine Corps Combat Development Command (MCCDC) has identified as prerequisites for the transition to OMFTS: maneuver, firepower, logistics, training and education, and command and control. The committee supports investment in these areas and, in the report's discussions and recommendations, follows the five imperatives.
