This book poses the question of whether identifiable individual-level attributes (e.g., values, interests, knowledge, demographic characteristics) lead to support for or opposition to the development and implementation of alternative energy technologies. In recent years, attempts to site alternative energy technologies (e.g., wind, solar, wave) have been met by intense opposition from a variety of sources, including many environmentalists from whom one might expect support for non-carbon based renewable energy initiatives. This volume argues that there are indeed such discernible attributes, and moreover that the identification and exploration are important for the development of support strategies for the well-informed and achievable siting of such technologies.
In accordance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), the County of Riverside (County) and the United States Department of the Interior, Bureau of Land Management (BLM) have prepared this joint Draft Environmental Impact Report/Environmental Assessment (Draft EIR/EA) for the proposed Blythe Mesa Solar Project (Project). This action is in response to the Renewable Resources Group's (Applicant) application to: (1) the County for a Conditional Use Permit and Public Use Permit; (2) the City of Blythe for a Conditional Use Permit; and (3) the BLM for a right-of-way (ROW) grant. This Draft EIR/EA analyzes the impacts of the proposed action, a solar photovoltaic (PV) facility of up to 485 megawatts (MW) and associated infrastructure (power collection system, communication cables, overhead and underground transmission and collection lines, electrical switchyards, and operations and maintenance [O&M] buildings).
