The use of so-called "new" environmental policy instruments such as eco-taxes, tradable permits, voluntary agreements and eco-labels has prompted widespread claims that these devices have replaced regulation. These papers offer a fresh perspective on the evolving tool-box of environmental policy.
In order to advance sustainable development, it is crucial to change the course and mode of conventional economic growth in East Asia, which has enjoyed rapid economic growth of late but faces substantial environmental challenges. This volume focuses on the evolution of multilevel environmental governance in the East Asian region, including both Northeast and Southeast Asia. It examines how effective emerging environmental governance and policy have been and addresses the underlying causes of local, national, regional, and global environmental challenges. Specific topics include democratization and its effect on decisionmaking processes, international environmental aid, economic analysis of carbon reduction policy, regional and global environmental regimes and subsequent new financial mechanisms, and hybrid systems of environmental governance that emphasize the role of the private sector and civil society in contributing to environmental governance. The book gives special attention to the regional economic and environmental regimes. It analyzes the advantages; challenges; and solutions in addressing local, national, regional, and global environmental challenges and in changing the course of economic growth.

This republished Special Issue highlights recent and emergent concepts and approaches to water governance that re-centers the political in relation to water-related decision making, use, and management. To do so at once is to focus on diverse ontologies, meanings and values of water, and related contestations regarding its use, or its importance for livelihoods, identity, or place-making. Building on insights from science and technology studies, feminist, and postcolonial approaches, we engage broadly with the ways that water-related decision making is often depoliticized and evacuated of political content or meaning—and to what effect. Key themes that emerged from the contributions include the politics of water infrastructure and insecurity; participatory politics and multi-scalar governance dynamics; politics related to emergent technologies of water (bottled or packaged water, and water desalination); and Indigenous water governance.
Environmental policy is undergoing a dramatic transformation. The problems connected with global change, the need for preventative action, and the growing importance of non-source pollution call for new courses of action and new institutional arrangements. In this situation, it is fairly obvious that both the traditional command and control policy instruments and the more modern financial and economic instruments are increasingly under stress. This volume deliberately aims to break new ground in providing the conceptual tools necessary for the next generation of environmental policies. In doing so, it covers a wide interdisciplinary range, from public policy analysis to international law, and draws upon much international experience, well reflected by the mixed composition of the contributors. On the basis of a shared theoretical framework, the book explores the potential of new policy instruments, such as policy evaluation or mediation, proposes alternative institutional arrangements for dealing with the issues, classifies existing instruments, and illuminates the process through which old and new tools can be set into operation.
The contribution of buildings to climate change is widely acknowledged. This book investigates how building regulatory systems are addressing the current and future effects of climate change, and how these systems can be improved. After presenting a comprehensive overview of how the current building regulatory system developed, some of the inadequacies are identified. The largest part of the book examines the potential for innovative policy solutions to address the real world problem of mitigating and adapting buildings to climate change. This publication contributes significantly to our understanding of the complexities of long-term energy efficiency in buildings. Sustainable development stirs up debate about the capacities of political steering and governance. The complexity of the task expounds limits of steering in three dimensions: goals, knowledge, and power: Sustainability goals are subject to changing and controversial risk perceptions, values and interests. Moreover, knowledge of the coupled dynamics of society, technology and nature is limited. Finally, the power to shape structural change in society and technology is distributed across a multitude of actors and societal subsystems. Steering attempts therefore have to cope with conflict and ambivalence, with uncertainty, and with a lack of central control; and they have to face the necessity of coordinating different actor groups and social networks. This volume explores steering strategies and governance arrangements for sustainable development with a view to these problem dimensions. The contributions by authors from various disciplines approach these challenges from different conceptual angles, ranging from positivist, managerial up to post-modern, constructivist perspectives. By combining theoretical reflections with insights from empirical research in European and American contexts, the volume maps out conditions and identifies approaches which both reflect the limits of steering and reveal options for constructively taking up the task of sustainable development in science and practice.

New philosophies of environmental management are being put to the test in many countries.· New ideas are needed to replace or at least flank the old command and control approach, which has lost its credibility. One of the most interesting new avenues is co-operative environmental management, whereby public and private parties work together to tackle a problem. It is interesting because it seems to be well suited to handling complex environmental problems. This kind of management makes use of the policy instrument known as the Environmental Agreement. That tool is geared to the development of sustainable procedures for working out solutions. The Environmental Agreement provides scope to deal with some essential characteristics of current environmental problems. Indeed, one of the most vexing aspects of environmental problems is uncertainty, both in the ecological sphere and with respect to the economic effects of intervention. In short, this instrument takes the unknown into account.
