Projects of democratic reform in the Middle East and North Africa have said little about the place of minorities and minority rights in their vision of reform, implying that these issues are best deferred to some indefinite future. While many people describe the Arab Spring as a ‘battle for pluralism’, there is a reluctance to discuss what this pluralism might actually mean for the political claims of minorities, for fear of triggering divisive conflicts and undemocratic tendencies. Is there an alternative to this fearful deferral of minority politics? Can we imagine ‘transformative minority politics’ – that is, a form of minority politics that strengthens democratic reform in the region, and that helps deepen a culture of human rights and democratic citizenship? This volume explores whether this is indeed a realistic prospect in the Middle East and North Africa, examining cases that include the Amazigh in North Africa, the Copts in Egypt, the Kurds in Iraq, the Palestinians in Israel, the ‘minoritarian’ regimes in Syria and Bahrain, and various ethnic minorities in Iran. The study presents a comparative evaluation of conditions for women in 17 countries and one territory: Algeria, Bahrain, Egypt, Iran, Iraq, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Palestine (Palestinian Authority and Israeli-Occupied Territories), Qatar, Saudi Arabia, Syria, Tunisia, United Arab Emirates, and Yemen. The publication identifies the causes and consequences of gender inequality in the Middle East, and provides concrete recommendations for national and international policymakers and implementers. The Middle East and North Africa (MENA) is an economically diverse region. Despite undertaking economic reforms in many countries, and having considerable success in avoiding crises and achieving macroeconomic stability, the region’s economic performance in the past 30 years has been below potential. This paper takes stock of the region’s relatively weak performance, explores the reasons for this out come, and proposes an agenda for urgent reforms.
This volume serves to make sense of the political, cultural, and social change that has occurred in North Africa since the Arab Spring. It includes a number of contributions which address the issue of democracy and cultural identity. The book points to the fact that North Africa needs a workable paradigm for political order, which answers to the economic, social, and cultural challenges and peculiarities of African society in an increasingly globalizing world. This will require that we eschew a ‘one-size-fits-all’ approach. The book, which targets students, academia, and civil society, argues that North Africa’s solutions must be defined and advised by policies which reflect the cultural realities of the society they are intended to serve.
Several years after the Arab Spring began, democracy remains elusive in the Middle East. The Arab Spring that resides in the popular imagination is one in which a wave of mass mobilization swept the broader Middle East, toppled dictators, and cleared the way for democracy. The reality is that few Arab countries have experienced anything of the sort. While Tunisia made progress towards some type of constitutionally entrenched participatory rule, the other countries that overthrew their rulers-Egypt, Yemen, and Libya-remain mired in authoritarianism and instability. Elsewhere in the Arab world uprisings were suppressed, subsided or never materialized. The Arab Spring's modest harvest cries out for explanation. Why did regime change take place in only four Arab countries and why has democratic change proved so elusive in the countries that made attempts? This book attempts to answer those questions. First, by accounting for the full range of variance: from the absence or failure of uprisings in such places as Algeria and Saudi Arabia at one end to Tunisia's rocky but hopeful transition at the other. Second, by examining the deep historical and structure variables that determined the balance of power between incumbents and opposition. Brownlee, Masoud, and Reynolds find that the success of domestic uprisings depended on the absence of a hereditary executive and a dearth of oil rents. Structural factors also cast a shadow over the transition process. Even when opposition forces toppled dictators, prior levels of socioeconomic development and state strength shaped whether nascent democracy, resurgent authoritarianism, or unbridled civil war would follow.
In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Why were urban women veiled in the early 1900s, unveiled from 1936 to 1979, and reveiled after the 1979 revolution? This question forms the basis of Hamideh Sedghi's original and unprecedented contribution to politics and Middle Eastern studies. Using primary and secondary sources, Sedghi offers new knowledge on women's agency in relation to state power. In this rigorous analysis she places contention over women at the centre of the political struggle between secular and religious forces and demonstrates that control over women's identities, sexuality, and labor has been central to the consolidation of state power. Sedghi links politics and culture with economics to present an integrated analysis of the private and public lives of different classes of women and their modes of resistance to state power.
Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. At this volatile time in history, Huntington's assessment of the processes of democratization is indispensable to understanding the future of democracy in the world.
