The Sovereignty of Reason is a survey of the rule of faith controversy in seventeenth-century England. It examines the arguments by which reason eventually became the sovereign standard of truth in religion and politics, and how it triumphed over its rivals: Scripture, inspiration, and apostolic tradition. Frederick Beiser argues that the main threat to the authority of reason in seventeenth-century England came not only from dissident groups but chiefly from the Protestant theology of the Church of England. The triumph of reason was the result of a new theology rather than the development of natural philosophy, which upheld the orthodox Protestant dualism between the heavenly and earthly. Rationalism arose from a break with the traditional Protestant answers to problems of salvation, ecclesiastical polity, and the true faith. Although the early English rationalists were not able to defend all their claims on behalf of reason, they developed a moral and pragmatic defense of reason that is still of interest today. Beiser's book is a detailed examination of some neglected figures of early modern philosophy, who were crucial in the development of modern rationalism. There are chapters devoted to Richard Hooker, the Great Tew Circle, the Cambridge Platonists, the early ethical rationalists, and the free-thinkers John Toland and Anthony Collins. Today's unprecedented levels of human migration present urgent challenges to traditional conceptualizations of national identity, nation-state sovereignty, and democratic citizenship. Foreigners are commonly viewed as outsiders whose inclusion within or exclusion from “the people” of the democratic state rests upon whether they benefit or threaten the unity of the nation. Against this instrumentalization of the foreigner, this book traces the historical development of the concepts of sovereignty and foreignness through the thought of philosophers such as Plato, Locke, Hobbes, Rousseau, Derrida, and Benhabib in order to show that foreignness is a structural feature of sovereignty that cannot be purged or assimilated. Understood in this light, foreignness allows for new forms of democratic political unity to be imagined that reject local practices which deprive individuals of political membership solely on the basis of national citizenship. This cosmopolitan model for citizenship provides a novel conceptual framework that simultaneously upholds the legal importance of democratic citizenship for political justice while ceaselessly contesting the exclusionary logic of the nation-state that reserves democratic rights for members of the nation alone.
The 'Arab spring', the Spanish indignados, the Greek aganaktismenoi and the Occupy Wall Street movement all share a number of distinctive traits; they made extensive use of social networking and were committed to the direct democratic participation of all as they co-ordinated and conducted their actions. Leaderless and self-organized, they were socially and ideologically heterogeneous, dismissing fixed agendas or ideologies. Still, the assembled multitudes that animated these mobilizations often claimed to speak in the name of ’the people’, and they aspired to empowered forms of egalitarian self-government in common. Similar features have marked collective resistances from the Zapatistas and the Seattle protests onwards, giving rise to theoretical and practical debates over the importance of these ideological and political forms. By engaging with the controversy between the autonomous, biopolitical ’multitude’ of Hardt and Negri and the arguments in favour of the hegemony of ’the people’ advanced by J. Rancière, E. Laclau, C. Mouffe and S. Zizek the central aim of this book is to discuss these instances of collective mobilization, to probe the innovative practices and ideas they have developed and to debate their potential to reinvigorate democracy whilst seeking something better than ’disaster capitalism’.
