This multi-authored book looks at one of the most dynamic regions of the Third World within the context of the rapidly changing international system of the 1990s. Among the many themes it explores are ASEAN's new political roles and new modes of economic cooperation, the growing importance of ecological and human rights issues, the policies of the major external powers towards the region, the Cambodian and Spratly conflicts, and the relevance of Southeast Asian experience in the 'New World Order' to the ongoing theoretical debates about democracy, the market, the state and multilateralism.
Rapid changes have taken place in the structure of the global economy, and this book looks at how South Asia can take advantage of these changes. The author argues that the developing global economy will be more complex than originally thought, that instead of a bipolar model with two countries, the US and China, at the centre, it will be multipolar with eight centres of economic activity, including India. The book goes on to suggest that in the context of such a model, there should be regional cooperation between India and its immediate neighbouring countries for South Asia to advance as an economic region. It argues that South Asia will need to look at its history, and that changes in attitudes, particularly in India and Pakistan, are necessary. The possible benefits to the region, in terms of increases in the rates of economic growth if the regional approach is adopted, are discussed. The book presents a useful contribution to studies in South Asia, as well as Asian Economics.
This book undertakes an in-depth examination of the dynamics of commitment in U.S.-Southeast Asia strategy. Drawing on cases including the U.S. withdrawal from Vietnam and Washington’s pivot to Asia amid China’s growing regional role, it constructs an original balance of commitment model to explain continuity and change in U.S.-Southeast Asia policy. Balance of commitment goes beyond balance of power approaches to explains how translating Southeast Asia’s importance in U.S. thinking into actual commitments has proven challenging for policymakers as it requires simultaneously calibrating adjustments to power shifts, threat perceptions and resource extraction. The book applies the balance of commitment approach to several practical case studies, based on hundreds of conversations with policymakers and experts in the United States and Southeast Asia, personal experiences across nearly two decades and primary and secondary source material across a half-century. The findings suggest that the challenges of U.S. commitment to the region are rooted not simply in differences between administrations or divergences in outlook between Washington and regional capitals, but tough balancing acts for U.S. policymakers in domestic politics and wider foreign policy. As such, shaping U.S. strategy in Southeast Asia and calibrating and sustaining commitment requires not just appreciating Southeast Asia’s significance, but committing to the region in ways that manage structural aspects of U.S. thinking, capabilities and resourcing.
Like the postcolonial world more generally, Southeast Asia exhibits tremendous variation in state capacity and authoritarian durability. Ordering Power draws on theoretical insights dating back to Thomas Hobbes to develop a unified framework for explaining both of these political outcomes. States are especially strong and dictatorships especially durable when they have their origins in 'protection pacts': broad elite coalitions unified by shared support for heightened state power and tightened authoritarian controls as bulwarks against especially threatening and challenging types of contentious politics. These coalitions provide the elite collective action underpinning strong states, robust ruling parties, cohesive militaries, and durable authoritarian regimes - all at the same time. Comparative-historical analysis of seven Southeast Asian countries (Burma, Indonesia, Malaysia, the Philippines, Singapore, South Vietnam, and Thailand) reveals that subtly divergent patterns of contentious politics after World War II provide the best explanation for the dramatic divergence in Southeast Asia's contemporary states and regimes.
A timely look at the impact of China's booming emergence on the countries of Southeast Asia Today, Southeast Asia stands uniquely exposed to the waxing power of the new China. Taking an inter-disciplinary approach, Spruyt explains the political organization of three non-European international societies from early modernity to the late nineteenth century. The Ottoman, Safavid and Mughal empires; the Sinocentric tributary system; and the Southeast Asian galactic empires, all which differed in key respects from the modern Westphalian state system. In each of these societies, collective beliefs were critical in structuring domestic orders and relations with other polities. These multi-ethnic empires allowed for greater accommodation and heterogeneity in comparison to the homogeneity that is demanded by the modern nation-state. Furthermore, Spruyt examines the encounter between these non-European systems and the West. Contrary to unidirectional descriptions of the encounter, these non-Westphalian polities creatively adapted to Western principles of organization and international conduct. By illuminating the encounter of the West and these Eurasian polities, this book serves to question the popular wisdom of modernity, wherein the Western nation-state is perceived as the desired norm, to be replicated in other polities.
Connecting Histories: Decolonization and the Cold War in Southeast Asia draws on newly available archival documentation from both Western and Asian countries to explore decolonization, the Cold War, and the establishment of a new international order in post-World War II Southeast Asia. Major historical forces intersected here--of power, politics, economics, and culture--on trajectories East to West, North to South, across the South itself, and along less defined tracks. Especially important, democratic-communist competitions sought the loyalties of Southeast Asian nationalists, even as some colonial powers sought to resume their prewar dominance. These intersections are the focus of the contributions to this book, which use new sources and approaches to examine some of the most important historical trajectories of the twentieth century in Burma, Vietnam, Malaysia, and a number of other countries.
New regionalism and globalization have been prominent themes in academic and political debates since the beginning of the 1990s. This edited volume examines how the transition and diffusion of power in global politics is impacting on stability and order in Asia. Both in the academic field of International Relations (IR) and among policymakers, the big question today concerns the rise of China, the relative decline of the United States, and the increasing importance of Asia in global politics. The level of impact the international power transition will have in the region remains unclear, but observers agree that Asia is a potential tinderbox for crises and conflict. This volume brings together leading scholars from around the world to assess current thinking in IR on these issues. The authors apply appropriate theories and methods of analysis in their specific area of expertise to examine the likely effects of the changing global power distribution on Asia. There is also said to be an ongoing diffusion of power away from states to non-state actors in the region; hence, in addition to examining changing relations between the Great Powers, the book will also assess the implications that other actors, from terrorist groups, insurgents and organised crime syndicates, could have on stability and order. This book will be of much interest to students of Asian politics, security studies, diplomacy and international relations.
Intensifying geopolitical rivalries, rising defence spending and the proliferation of the latest military technology across Asia suggest that the region is set for a prolonged period of strategic contestation. None of the three competing visions for the future of Asian order – a US-led ‘Free and Open Indo-Pacific’, a Chinese-centred order, or the ASEAN-inspired ‘Indo-Pacific Outlook’ – is likely to prevail in the short to medium term. In the absence of a new framework, the risk of open conflict is heightened, and along with it the need for effective mechanisms to maintain peace and stability. As Asia’s leaders seek to rebuild their economies and societies in the wake of COVID-19, they would do well to reflect upon the lessons offered by the pandemic and their applicability in the strategic realm. The societies that have navigated the crisis most effectively have been able to do so by putting in place stringent protective measures. Crisis-management and -avoidance mechanisms – and even, in the longer term, wider arms control – can be seen as the strategic equivalent of such measures, and as such they should be pursued with urgency in Asia to reduce the risks of an even greater calamity.
