Utilities Reform in 21st Century Australia: Providing the Essentials traces the development and consequences of the economic reform measures undertaken in the utilities sector in Australia (communications, energy, water/wastewater services, and transport) in the last years of the 20th century, and early decades of the 21st century. In doing so, it looks at the process of reform across industries, and across the state and federal jurisdictions, to identify what motivations the various governments had for pursing reform, how change varied across jurisdictions, and what issues arose in the process. Although by the mid-1990s all states and territories and the Australian Government were committed to reforming utilities as part of the National Competition Policy, not all pursued this reform with the same degree of speed and breadth of action. The broad trends of economic reform in Australia, and abroad, are also touched upon, to provide an outline of the wider context in which the reform of the utilities occurred. This book, therefore, explores the relationship between politics and society on the one hand and economic reform on the other; as well on as the efforts of governments in Australia to promote economic growth and the wealth of Australians in an increasingly complex and challenging global economic climate.
Between 1989 and 2013 every industry sector covered by the Transport Workers Union in New South Wales was utterly transformed by processes of globalisation and technological and market change. Large players consumed small firms; in turn, the bigger companies were often acquired by global players. The lesson that emerges from Organising Union is simple: the value of solidarity. In 2001 redundant Ansett workers were told they would never see their entitlements. In 2006 Tooheys owner-drivers were suddenly terminated by the company; the goodwill invested in their trucks and business was declared worthless. Ansett workers received almost all their entitlements—an unprecedented 95 cents in the dollar. The Tooheys drivers’ jobs were saved, the value of their goodwill upheld. Those outcomes were possible only because of the solidarity of transport workers and the support of their union. No one else stood alongside the workers at Ansett and Tooheys as consistently and tenaciously as their own union. Organising Union explores the relationship between the union and key industry players, and between the union and governments. The TWU has often been at the centre of controversy: the turbulent 1989 union election punctuated by accusations of rorts and fist fights; the clashes with the Hawke and Keating governments over the Accord and enterprise bargaining, resulting in the TWU disaffiliating from the ACTU and a truck blockade of the Reserve Bank’s Sydney headquarters; the devastating 2001 Ansett closure and the long industrial war with Qantas culminating in the dramatic 2011 airline shutdown; the struggle to achieve ‘safe rates’ for truckies against the resistance of employers and governments. In the face of these challenges solidarity—the strength of an organising union—has held the TWU together.
This book is a collection of selected papers that were presented at the First International Conference of the Asia-Pacific Society for Agricultural and Food Ethics (APSAFE 2013), which was held at Chulalongkorn University from November 28 – 30, 2013. The papers are interdisciplinary, containing insights into food security and food ethics from a variety of perspectives, including, but not limited to, philosophy, sociology, law, sociology, economics, as well as the natural sciences. The theme of the conference was to consider the interplay and balance between food security and food ethics as the world approaches the middle part of the twenty-first century.

This book is dedicated to the memory of a distinguished Russian engineer, Rostislav E. Alexeyev, who was the first in the world to develop the largest ground effect machine - Ekranoplan. One of Alexeyev's design concepts with the aerodynamic configuration of a jlying wing can be seen on the front page. The book presents a description of a mathematical model of flow past a lifting system, performing steady and unsteady motions in close proximity to the underlying solid surface (ground). This case is interesting for practical purposes because both the aerodynamic and the economic efficiency of the system near the ground are most pronounced. Use of the method of matched asymptotic expansions enables closed form solutions for the aerodynamic characteristics of the wings-in-ground effect. These can be used for design, identification, and processing of experimental data in the course of developing ground effect vehicles. The term extreme ground effect, widely used through out the book, is associated with very small relative ground clearances of the order of 10% or less. The theory of a lifting surface, moving in immediate proximity to the ground, represents one of the few limiting cases that can be treated analytically. The author would like to acknowledge that this work has been influenced by the ideas of Professor Sheila E.
