As humanity enters the Anthropocene epoch the oceans are more at risk than ever before as a result of the increased exploitation of its resources. The Indian Ocean is the third largest ocean in the world comprising 20% of the water on the Earth's surface. The sea lanes in the Indian Ocean are among the busiest in the world with more than 80 percent of global seaborne trade in oil transiting through the Indian Ocean and its vital chokepoints and an estimated 40% of the world's offshore oil production comes from the Indian Ocean. The importance of this region cannot be underestimated and there is no doubt that there are many opportunities for economic growth and job creation presented by the waters washing the shores of the Indian Ocean Rim. In order to ensure a desirable future for humanity it is necessary to make use of the ocean’s resources in a sustainable and responsible manner. Climate change is affecting the Indian Ocean negatively, placing a strain on the ability to ensure food security and damaging the economies of small island states that depend on fisheries and aquaculture for their livelihoods. Increasing ocean temperatures and ocean acidification are taking a toll on ecosystems. This book is the first of its kind, providing fresh insights into the various aspects and impacts of the Blue Economy in the Indian Ocean Region: from shifting paradigms, to an accounting framework, gender dynamics, the law of the sea and renewable energy, this handbook aims at increasing awareness of the Blue Economy in the Indian Ocean Region and to provide evidence to policy-makers in the region to make informed decisions. The contributions are from a mixture of disciplines by scholars and experts from seven countries.
The Indian Ocean Rim Association for Regional Cooperation was formally established in 1997 under the leadership of South Africa, India and Australia. The demise of Apartheid, the fall of the Soviet empire, and the rapid advance of globalization altered the geopolitics of the Indian Ocean region in the early 1990s and served as a catalyst in the creation of the IOR. This book contextualizes the founding of the IOR by outlining the historical aspects of economic ties across the Indian Ocean and previous attempts to promote regional cooperation. The contributors to this volume analyse the post-colonial ideological legacy, the political and economic constraints caused by Apartheid and communism, the end of protectionism and the problem of globalization. These major themes in the history of the IOR are applied to what the future holds for Southern Africa within this economic grouping, and whether or not regional cooperation will manage to compete with globalization. This volume will be of interest to scholars of development studies, international relations, Third World studies, and regional development.
The Hadramis of South Yemen and the emergence of their diasporic communities throughout the Indian Ocean region are an intriguing facet of the history of this region’s migratory patterns. In the early centuries of migration, the Yemeni, or Hadrami, traveler was both a trader and a religious missionary, making the migrant community both a “trade diaspora” and a “religious diaspora.” This tradition has continued as Hadramis around the world have been linked to networks of extremist, Islamic-inspired movements—Osama bin Laden, leader of Al Qaeda and descendant of a prominent Hadrami family, as the most infamous example. However, communities of Hadramis living outside Yemen are not homogenous. The author expertly elucidates the complexity of the diasporic process, showing how it contrasts with the conventional understanding of the Hadrami diaspora as an unchanging society with predefined cultural characteristics originating in the homeland. Exploring ethnic, social, and religious aspects, the author offers a deepened understanding of links between Yemen and Indian Ocean regions (including India, Southeast Asia, and the Horn of Africa) and the emerging international community of Muslims.

First published in 2004, this book is the inaugural volume of the Indian Ocean Research Group (IORG) and is based on a selection of papers presented at the IORG launch in Chandigarh in November 2002. The volume emphasizes the complexity and historical and contemporary geopolitical significance of the Indian Ocean Region (IOR). It also propagates the necessity for increased intra-regional cooperation, especially in terms of economic and environmental security, maritime boundaries, sea lane security and ocean management, in the spirit of open regionalism, in order to ensure a more secure IOR. In addition, the volume initiates an agenda for future social science policy-orientated research. The book should be of particular interest to policy-makers, business people and academics, as well as citizens of the IOR.

Pan-regional constructions in the Indian Ocean are of relatively recent origin, are contested and remain relatively weak at present. Sub-regional constructions, on the other hand, have tended to be more focussed, especially in terms of security, and have generally been more successful. The principal purpose of this volume is to critically evaluate the debates surrounding these issues and to elucidate some of the main strengths and weaknesses of regionalism at both scales. The discussion begins at the pan-regional scale with an evaluation of pan-regional contestation, followed up by a chapter on the main pan-regional grouping – Indian Ocean Region-Association for Regional Cooperation (IOR-ARC) – which was renamed Indian Ocean Rim Association (IORA) in 2013. Thereafter, key examples of sub-regional groupings – South Asia, ASEAN, SADC and GCC – are critically discussed in turn. The principal readership for this volume will be: scholars of geography, politics and international relations; students of Indian Ocean studies; regionalism experts; bureaucrats and politicians both within and outside the Indian Ocean Region who wish to gain insights into Indian Ocean matters; scholars who appreciate a view of regional relations ‘from the inside’. This book provides a comprehensive view of the maritime safety and security challenges in countries of the Indian Ocean Rim Association (IORA). Various issues such as trans-national crime including piracy, terrorism, drug and arms smuggling; Humanitarian Assistance and Disaster Relief (HA/DR) and maritime and aeronautical Search and Rescue (SAR); Illegal, Unreported and Unregulated (IUU) fishing and resource management for sustainable development are viewed from the perspectives of IORA members. It also discusses the role of cooperative organizational structures and the need for capability building and capacity optimization in the light of existing legal frameworks for enhancing maritime safety and security in the Indian Ocean.
The Indian Ocean is of tremendous geo-political and strategic relevance. More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination. In this issue, scholars from Asia, Europe and the US examine institutions and examples of maritime governance within the Indian Ocean including security arrangements, evolving forms of alliance building and counter-balancing, policy planning and forecasting.
